<br /> PUBLIC WORKS AND DEVELOPMENT <br /> FACILITIES PROGRAM <br /> PROGRAM GOALS <br /> Grants are provided to help distressed communities attract new industry, encourage business expansion, <br /> diversify local economies, and generate long-term, private sector jobs. <br /> PROJECT TYPES/ELIGIBLE APPLICANTS <br /> Among the types of projects funded are water and sewer facilities primarily serving industry and <br /> commerce; access roads to industrial parks or sites; port improvements; and business incubator facilitieso <br /> Proposed projects must be located within an EDA-designated Redevelopment Area (RA) or Economic <br /> Development Center. Projects in other areas of an EDA-designated Economic Development District are <br /> also eligible if they will directly benefit a RA within the District. Projects must be consistent with an <br /> approved Overall Economic Development Program (OEDP). An applicant may be a state, political <br /> subdivision of a state, Indian tribe, special-purpose unit of government, or a public or private nonprofit <br /> organization or an association representing the RA or part thereof. <br /> SELECTION CRITERIA <br /> Priority consideration shall be given to projects that: <br /> ~ improve opportunities for the successful establishment or expansion of industrial or commercial <br /> facilities; <br /> ~ a.ssist in creating or retaining private sector jobs in the near term, as well as providing additional <br /> long-tenn employment opportunities, provided the jobs are not transferred from other labor market <br /> areas; <br /> ~ benefit the long-term unemployed and members of low-income families residing in the area served <br /> by the project; <br /> ~ fulfill a pressing need of the area and can be started and completed in a timely manner; and <br /> ~ demonstrate adequate local funding, with evidence that such support is committed. <br /> FUNDING LEVELS <br /> FY 94: $160,000,000 Average FY 94 Grant: $ 986,308 <br /> FY 95: $194,800,000 Average FY 95 Grant: $1,068,655 <br /> FY 96: $165,200,000 Average FY 96 Grant: $1,049,752 <br /> APPLICATION PROCESS <br /> Eligible applicants should contact the Economic Development Representative (EDR) or other appropriate <br /> EDA regional official for the area. The EDA regional office official or EDR contact will describe the <br /> program and provide guidance on preparing a proposal for EDA I S consideration. EDA screens proposals <br /> before deciding whether to invite formal applications. Complete funding availability information appears <br /> annually in the Federal Register. <br />
