The CBIC Board of Directors includes the <br /> Mayor of San Marcos,. the Director of the Small Business Institute at Southwest <br /> Texas UniversitY School of Business, a number of successful entrepreneurs and <br /> communitY leaders. A list of Board members and Financial Advisory Board <br /> members can be found as an exhibit. <br /> The project can be implemented as soon as EDA funds are available. Matching <br /> funds are available. <br /> Problem: The service area of CBIC includes in excess of one million people in a <br /> five cOlmtY area including Caldwell, Guadalupe, Comal, Hays, Travis and Bastrop <br /> counties. CBIC is the only general-purpose (not specialized to high technology) <br /> business incubator addressing the needs of low to moderate income entrepreneurs in <br /> this area. For example, we are assisting Judge Havener of Caldwell CountY with the <br /> feasibilitY study of employing low income women in a pepper production and <br /> processing co-op. We are also in the process of creating a micro-loan program with <br /> the help of Hays CountY to address the needs of low income entrepreneurs east of <br /> Kyle. <br /> This proj~ct will address these and similar problems in our service area by <br /> enhancing our capacitY to serve low and moderate income entrepreneurs one-on- <br /> one, in a mentoring relationship. By having enough space available for these <br /> fledgling start-ups to move in at the business incubator, they can receive the training <br /> and skills building that they need to be successful, freestanding, job-creating <br /> businesseso <br /> Project Impact: This project is estimated to help create an additional 2,100 stable <br /> new jobs over the next ten years. This is in addition to the 450 jobs over the same <br /> period created by phase 1. The impact on surrounding communities will be even <br /> greater, since each job feeds, houses and clothes a family, and employed persons <br /> can be economically active, putting money back into the economy and therefore <br /> supporting other businesses, preserving even more jobs and helping to create more <br /> jobs. <br /> Secondly, the completion of this Phase II project will allow the CBIC to be <br /> financially self'-sufficient. This will allow us to address a second long tenn goal, <br /> namely to assist the surrounding communities in Kyle, Buda, Seguin, Luling and <br /> elsewhere to create satellite or freestanding business incubators, as appropriate. <br /> 2 <br />
