The City Council ordered that a special runoff election be held on May 30, <br />1998 for the purpose of electing a Mayor, a City Council Member, Place 1, and a City <br />Council Member, Place 2. <br /> <br />2. Notice of this election was duly published in the San Marcos Daily Record on <br />May 17, 1998. <br /> <br />3. A copy of this notice was duly posted on the bulletin board at City Hall on May <br />15, 1998. <br /> <br />4. This election was duly and legally held on the 30th day of May, 1998, in <br />conformity with the election laws of the State of Texas, and the results of the election have <br />been certified and returned by the proper judges and clerks. <br /> <br />5. The City Council of the City of San Marcos, Texas with the following <br />members present: Ed Mihalkanin, Jane Hughson, Ronald K. Hart, Billy G. <br />Moore, ~red Guerra, Joe B. Cox, Jr. and Rick Hernandez <br /> <br />xxa~x has today <br />considered the returns of the special runoff election held on the 30th day of May, 1998. <br /> <br />6. It appears to the Council, and the Council finds, that the election was in all <br />respects lawfully held. <br /> <br />7. It appears to the Council, and the Council finds, that the tabulation of the <br />results of the election is correct. <br /> <br />BE IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS: <br /> <br />SECTION 1. The special runoff election of May 3D, 1998 was duly called, notice <br />of the election was given in accordance with law, and the election was held in accordance <br />with law. <br /> <br />SECTION 2. The tabulation of votes cast in the special runoff election held on May <br />3D, 1998 for the purposes stated in Recital 1 above, a copy of which is attached to and <br />made a part of this ordinance, is adopted as the official tabulation of the votes cast at the <br />election, and the tabulation will be filed and recorded in the official records of the City of <br />San Marcos as the official canvass of the election. <br /> <br />SECTION 3. The official canvass of the returns of the election reflects that: <br /> <br />A. The following person was duly elected Mayor of the City of San Marcos: <br /> <br />Billy G. Moore <br /> <br />B.
