Regular Meeting <br /> <br /> 59. <br />May 12, 2003 Page 13 <br /> <br />participating when it comes to the area where he owns real property, but <br />he will participate in the other areas. Mayor Habingreither stated this <br />decision would be one of the most serious issues the City of San Marcos <br />faces. He feels it is time the City deals with this area. He stated he <br />the goal is to do the right thing for the community, and everyone involved <br />needs to be open and honest and do what is fair. He suggested the Council <br />find a drop-dead date for this issue to be settled. He would be in favor <br />of holding Special Workshops and Staff to gather data regarding costs and <br />legal/moral issues. He also stated he is comfortable with voting in sub- <br />areas and participate in the discussion in the area he owns real property <br />in. The Council agreed to the end of October as the drop-dead date. Ms. <br />Narvaiz stated if Council is in agreement with proceeding in sub-areas, <br />then a schedule needs to be developed to review each area. Mr. Mihalkanin <br />stated legal requirements for disannexation need to be provided and the <br />sub-areas need to be clarified by Sections. Mr. Taylor stated he would <br />like each areas to have a service plan. Ms. Narvaiz stated she feels the <br />Council should be prepared to vote after each sub-area is discussed. <br />Mayor Habingreither stated he would like a time frame to be included for <br />providing services to each area. Mr. Mihalkanin stated he would like to <br />hold public hearings in regard to what these areas want in services. He <br />also stated he wants Staff to alphabetize the sub-areas to correspond with <br />the engineering time frames. Mr. Thomaides stated these different sub- <br />areas have different needs, such as the older areas needs will be <br />different that the newer areas. Mr. Mihalkanin stated he would like Staff <br />to do a presentation regarding the different service plans, provide the <br />age of infrastructure in each sub-area, provide the amount of costs to <br />divide up the services and provide a description of the conditions of the <br />septic tanks. Ms. Narvaiz stated she feels Council should discuss the <br />current service plan and then discuss sub-area service plans, and <br />appropriateness for each area, taking a section at a time. Council agreed <br />to agendize a discussion item on the next Regular Meeting on May 28, 2003, <br />in regards to set annexation/disannexation Workshops. <br /> <br />Mayor Habingreither introduced a discussion regarding Bishop Street <br />Waterline emergency replacement between Franklin and Earle Streets. Mr. <br />0'Leafy stated the construction of the wastewater lines on Bishop Street <br />has resulted in the deterioration of the existing water line between <br />Franklin and ~arle. He stated the paving of Bishop Street may cause more <br />ruptures. The Council agreed by consensus to proceed with replacing the <br />water line and bring a contract back for ratification at a later time. <br /> <br />Mayor Habingreither introduced the City Council's Report. 1) Ms. Narvaiz <br />presented the Council with a brochure for Texas Swing Festival on May 17, <br />2003. She also wanted Council to be aware of the downtown parking survey, <br />which is underway. She thanked the community for volunteering for Special <br />Olympics and stated all elected officials will be asked to participate. <br />Ms. Narvaiz stated she had received an email regarding tourist related <br />economic development from Great Texas Trail Monument. They are asking the <br />Council to underwrite the group's $400.00 travel expenses to San Marcos. <br />Council agreed the City Manager should contact the CVB and EDC to ask them <br /> <br /> <br />
