<br /> 120 <br /> RESOLUTION 1998- 190R <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br /> SAN MARCOS, TEXAS, WAIVING THE CITY'S RIGHT TO <br /> APPLY FOR A SEPARATE JUVENILE ACCOUNTABILITY <br /> INCENTIVE BLOCK GRANT; DESIGNATING HAYS COUNTY <br /> AS THE RECIPIENT OF THE CITY'S ALLOCATED GRANT <br /> AMOUNT; APPROVING THE CITY'S PARTICIPATION IN THE <br /> HAYS COUNTY JUVENILE CRIME ENFORCEMENT <br /> COALITION; AUTHORIZING THE CITY MANAGER TO <br /> DESIGNATE THE CITY'S REPRESENTATIVES; AND <br /> DECLARING AN EFFECTIVE DATE. <br /> RECITALS: <br /> 1. Public law 105-119, of the federal appropriations act for 1998, <br /> appropriated $250,000,000 for Juvenile Accountability Incentive Block <br /> grants to the states. Texas' share of these funds is $14,302,200. The <br /> City of San Marcos was allocated the sum of $13,842 under this grant <br /> program. An overall cash match of 10% or $1,538, in addition to <br /> other conditions, would be required to accept the grant, bringing the <br /> total project budget to $15,380. <br /> 2. Hays County received a grant under the above program for <br /> approximately $24,000. <br /> 3. The City Council believes it to be in the public interest to combine the <br /> City's allocated grant funds with Hays County's to maximize the <br /> effectiveness of the grant funds in reducing juvenile crime. <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS; <br /> PART 1. The City of San Marcos waives its right to apply for a separate Juvenile <br /> Accountability Incentive Block grant. <br /> PART 2. The City of San Marcos designates Hays County as the eligible entity <br /> to receive the grant funds waived by the City. <br /> PART 3. The City of San Marcos agrees to participate in the Juvenile Crime <br /> Enforcement Coalition created by Hays County with the goal of reducing juvenile crime <br /> and City Manager, Larry D. Gilley, is hereby authorized to designate one or more <br /> representatives to serve on the Coalition. <br /> PART 4.
