Box 2449 San Antonio, Texas 78298-2449 Each R WRDG participant shaH have the right from time to time and at any time to change its address by giving at least fifteen (15) days written notice to the Administrator. Section 6.8 This Agreement constitutes the entire agreement and supercedes all prior agreements, both written and oral, between the R WRDG Participants with respect to the subject matter thereof Section 7. Acquisitions, Transfers and Withdrawals East of Cibolo Creek The Management Council shall promulgate special rules as necessary pertaining to acquisitions of Edwards Aquifer groundwater rights located east of Cibolo Creek and to the acquisition and transfer of Edwards Aquifer groundwater rights ITom west of the CibolÒ" Creek for withdrawal east of Cibolo Creek. All R WRDG participants who desire to withdraw Edwards Aquifer groundwater east of Cibolo Creek shall collectively bear the cost of any special studies, representation, legal or other costs associated exclusively with securing regulatory approval of any transfer of Edwards Aquifer groundwater rights ITom west to east of the Cibolo Creek line. However, the ordinary administrative tasks and costs generally associated with transfers shall continue to be the responsibility of the Administrator in the instance of a transfer from west to east of Cibolo Creek. Section 8. Sunset Should a majority of the R WRDG participants fail to approve the ROPES within nine (9) months of the establishment of the ROPES by the Management Council, the R WRDG shall terminate any ongoing operations as expeditiously as possible and when such termination of ongoing operations is certified by the Administrator to have been accomplished, this Agreement shall be null, void and without further effect. \\COSER VER\DA T A\LEGWP\PBB\ACQUISIThwrdg.a17.doc 9
