(e) establish the Rules of Operations and Procedure for Edwards Supply ("ROPES") which shall include, but not be limited to, the following areas: (i) determination of method for RWRDG participants to change their orders for Edwards Aquifer groundwater rights; (ii) collection and disposition of monies collected from participants; (iii) determination of the type, price and amount of Edwards Aquifer groundwater rights to be acquired; (iv) allocation of acquired Edwards Aquifer groundwater rights among the R WRDG participants; (v) method of transfer of acquired Edwards Aquifer groundwater rights to R WRDG participants; (vi) disposition of residual assets; (vii) addition of new RWRDG participants; (viii) others as necessary; (t) submit the ROPES established by the Management Council for approval by the R WRDG participants; and (g) maintain all information regarding the R WRDG and individual R WRDG participants as confidential unless authorized to make disclosure by the Management Councilor required by operation of law. Section 4. Administrator Section 4.1 Administrator The Administrator of the RWRDG shall be the San Antonio River Authority ("SARA"). Section 4.2 Powers and Duties of the Administrator The Administrator shall: (a) enroll initial and new participants in the R \VRDG; (b) determine the aggregate total order for Edwards Aquifer groundwater rights based on orders by individual R WRDG participants; (c) collect a deposit for Edwards Aquifer groundwater rights ordered by R WRDG participants, which deposits shall be maintained in an earmarked interest bearing account; (d) prior to closing, determine whether Edwards Aquifer groundwater rights acquisitions by Agent conform to the parameters of type, price and volume established by the Management Council; \\COSER VER IDA T AILEGWPIPBBIACQUISIT'<\vrdg.a 17.doc 5
