<br /> 8. To study the appropriate role for manufactured housing in meeting housing needs <br /> in the community; <br /> 9. To formulate basic principles for growth for San Marcos that will guide sound growth <br /> by creating a regulatory environment that encourages high-quality, responsible <br /> development while discouraging development that is incompatible with the goals and <br /> character of the community; <br /> 10. To report back to the City Council within 120 days regarding the status of suggested <br /> changes to existing ordinances, policies or procedures that will improve San Marcos' <br /> ability to properly manage growth and encourage high-quality, responsible <br /> development; and <br /> 11. To work with staff to define a timeline for any recommended ordinance or procedural <br /> revisions, and to report to the City Council a recommended timeline for such <br /> changes given available staffing and financial resources. <br /> PART 3. Duration of the Task Force. <br /> The Task Force shall convene for a period not to exceed 180 days after the <br /> appointment ofthe Task Force. At the end ofthe Task Force's work, it shall prepare a report <br /> to the City Council regarding its findings. The Council may elect to extend the time frame <br /> if presented with information from the Task Force regarding the need to continue any phase <br /> of its work. <br /> PART 4. Structure of the Task Force. <br /> (a) The Task Force shall be comprised of the following members: <br /> Two members of the Planning and Zoning Commission designated by that <br /> Commission <br /> One member of the Historic Preservation Commission designated by that <br /> Commission <br /> and the following persons appointed by the City Council: <br /> A Representative of the Real Estate/Development Community <br /> Two Representatives of the Environmental Community <br /> A Representative of the Economic Development Council <br /> A Representative of the Council of Neighborhood Associations <br /> Seven at-large citizen members appointed by the City Council-Five residents of the <br /> City and two residents of the City's extraterritorial jurisdiction <br /> and two City Council members appointed by the Council. <br /> (b) The Director of the Planning and Development Services Department is <br /> designated as the primary city staff person responsible for working with the Task Force. The <br /> Director shall call upon the Directors of Engineering, Public Works, Electric Utility, Parks <br /> and Recreation, other staff resources, or outside resources as needed for the compfetion <br /> of the Task Force's work. <br /> PART 5.
