<br />Section 9. DUTIES AND RESPONSIBILITIES OF THE CITY COUNCIL. <br /> <br />The city council shall: <br /> <br />(a) promote, and support an active and continuing program for the efficient <br />and economical management of all city records; and <br /> <br />(b) review for approval all policies and procedures developed by the <br />administration for the records management program under the <br />direction of the records management officer and records coordinator; and <br /> <br />(c) facilitate the creation and maintenance of city records containing <br />adequate and proper documentation of the organization, functions, <br />policies, decisions, procedures, and essential transactions of the city <br />and designed to furnish the information necessary to protect the <br />legal and financial rights of the city and persons affected <br />by the activities of the city; and <br /> <br />(d) review for approval all records retention and disposition schedules as set <br />out by the Texas state Library and Archives Commission as required <br />by state law and this chapter; and <br /> <br />(e) be subject to the same duties and responsibilities required of a <br />department under the policy or procedure established under this <br />program, and state law. <br /> <br />Section 10. DUTIES AND RESPONSIBILITIES OF DEPARTMENT DIRECTORS AND MEMBERS OF <br />THEIR DEPARTMENTS. <br /> <br />In addition to other duties assigned in this chapter and by state law, every department <br />director and members of their department shall: <br /> <br />(a) cooperate with the records management officer and records coordinator in <br />carrying out the policies and procedures established in the city for the <br />efficient and economical management of city records and in carrying out <br />the requirements of the records management program and state law; <br />and <br /> <br />(b) adequately document transactions of government business, services, <br />programs, functions, activities, and duties for which the department <br />director and department staff are responsible; and <br /> <br />(c) maintain city records in the department's custody and carry out the <br />preservation, microfilming, electronic storage, destruction, and other <br />disposition of those records only in accordance with this record <br />management program and state law; and <br /> <br />(d) department directors may appoint a records liaison person, from their <br />department to serve as the point-of-contact for the records <br />management program; and <br /> <br />Page 12 <br />
