Sector One Chapter 3 - Tomorrow <br />Community Character &Design Guidelines <br />This plan reflects the community's desire that the existing neighborhoods in Sector One <br />remain predominantly single - family residential in use and character, while allowing for <br />limited amounts of carefully - planned higher intensity development in appropriate <br />locations as detailed below. In addition, developing areas should be planned to match the <br />desired character for the City as a whole. Throughout the planning process it was evident <br />that many of the concerns with commercial and non - single - family residential <br />development related to poorly designed development rather than the underlying use itself. <br />Therefore, this section details the community character and design recommendations for <br />future development and redevelopment in the Sector. <br />Goals: <br />• The historic and traditional neighborhood character of existing neighborhoods should <br />be maintained, while allowing for inflll development and redevelopment in the <br />Sector. <br />• Development in Sector One should be "neighborhood friendly" by minimizing or <br />mitigating the negative impacts of higher intensity uses on surrounding <br />neighborhoods <br />• The visual character of the Sector should be preserved and enhanced through <br />requirements for generous landscaping, limited commercial signage, high quality <br />building materials and architecture, reduction of excessive lighting, reduction of the <br />visual impact of utilities, and screening of outdoor storage and equipment <br />• As important "community gateways" into and through San Marcos, careful attention <br />should be paid to future development and redevelopment along Wonder World Drive <br />and Hunter Road /Hopkins Street in order to promote a high quality, attractive <br />entryway into the community <br />Community Character Plan <br />The Community Character Plan Map (Map 7) shows the general character areas of Sector <br />One. Generally, the Sector is divided by Purgatory Creek, with existing neighborhoods <br />located north of the creels and a developing area south of the creels. Detailed descriptions <br />and recommendations are identified for each area in the Detailed Planning Areas section <br />below. <br />Adopted: September 13, 2004 3 -12 <br />
