Transportation <br />Transportation goals for Sector Two include: <br />• Walkable neighborhoods that are pedestrian - friendly for children and adults <br />• Safe bicycling _ routes on all major streets connecting neighborhoods with desirable <br />destinations, including parks, schools, and neighborhood shopping centers <br />• Traffic calming on appropriate neighborhood streets to reduce "cut- through" traffic <br />(particularly on Franklin St.) <br />• Completion and continuation of interconnected streets in the Oak Heights, Westover, and <br />Southwest Hills neighborhoods <br />• Adequate planning for internal circulation in new commercial development to prevent <br />additional traffic problems that are typical of unplanned "strip commercial" development <br />Community Character <br />• Development in Sector Two should be "neighborhood - friendly" by minimizing or mitigating <br />the negative impacts of higher intensity uses <br />• The visual character of the Sector should be preserved through requirements for generous <br />landscaping, limited commercial signage, high quality building materials, reduction of <br />excessive lighting, screening of outdoor storage & equipment, and the underground <br />installation of utilities, where feasible <br />• As one of the most significant "community _ ateways" into San Marcos, careful attention <br />should be paid to future development along the Ranch Road 12 corridor to promote a high <br />quality, attractive entryway into the community <br />Zoningi <br />Proposed New Zoning Districts: <br />Neighborhood Commercial — modifications to the current Limited Business district to <br />ensure compatibility with surrounding residential neighborhoods by limiting development to <br />smaller - scale, low intensity uses, by requiring residential building materials and architecture, and <br />by accommodating neighborhood pedestrian and bicycle traffic through appropriate site design <br />Community Commercial — modification of existing Commercial district to ensure high <br />quality community shopping centers with requirements for quality building materials, generous <br />landscaping, limited signage, screening of parking and loading areas, outdoor storage, and <br />mechanical equipment, and buffering from nearby residential uses <br />General Commercial — new district for moderate - quality commercial activity that is <br />generally auto - oriented and not compatible with directly adjacent neighborhoods (no uses in this <br />category are planned for Sector Two) <br />Office- Professional — new zoning district to ensure that areas designated for low impact <br />office and professional uses will not allow higher impact commercial uses <br />Other Zoning Changes: <br />• Enhanced aesthetic standards and design guidelines for development <br />• Better accommodation of pedestrians, bicyclists, and transit users <br />Care should be taken when reviewing development proposals and rezoning requests prior to the <br />adoption of zoning changes recommended in this plan to ensure that proposed development will <br />be consistent with the recommendations of this plan. <br />Adopted: July 23, 2001 iv <br />
