(b) Recycling center services will be made available by the city's contract recycling center <br />operator to ail residential units for which city-contracted solid waste service or any city utility <br />service is provided. <br /> <br />Sec. 66.028. Service charges. <br /> <br />(a) The monthly charge and billing procedures for city solid waste service and recycling <br />center services are established by the city council. <br /> <br />(b) Each residential unit is assessed a separate charge for city solid waste service and for <br />recycling center services. A residential unit will be deemed to be occupied and will be <br />assessed a solid waste chat'ge and a recycling center services charge if city electric or water <br />service is provided to the unit, or if city electric or water service is not provided to a unit, if <br />the unit is served by city solid waste service. <br /> <br />(c) Charges are to be billed to the person to whom other city utility services for the premises <br />are billed, unless other arrangements are made with the city's approval. <br /> <br /> SECTION 2. Under Section 66.028 of the San Marcos City Code, the monthly cbarge for <br />recycling center services for each residential unit in the city is set at $.52. <br /> <br /> SECTION 3. All ordinances and resolutions or parts of ordinances or resolutions in conflict <br />with this ordinance are repealed. <br /> <br /> SECTION 4. If any word, plu'ase, clause, sentence, or paragraph of this ordinance is held <br />to be unconstitutional or invalid by a court of competent jurisdiction, the other provisions of this <br />ordinance will continue in force if they can be given effect without the invalid portion. <br /> <br /> SECTION 5.
