The City's pending application for a "bed-n-banks" <br /> surface water permit from TNRCC (Docket No. 96-137 3-WR) . <br /> 2. The City's pending surface water permit application for <br /> additional unappropriated surface water ,which has yet to <br /> be declared as "administratively complete" by TNRCC. <br /> 3. Negotiation of a cooperative agreement with the <br /> Guadalupe-Blanco River Authority for the construction of <br /> , a water treatment plant and raw water delivery line from <br /> l the Guadalupe River, and Eelated matters. <br /> The purpose of this letter is to confirm our representation in <br /> these matters and to elaborate on the terms and conditions of that <br /> representation. I would be the lead counsel in connection with <br /> these matters and the Firm liaison to the City. From time to time <br /> other attorneys and/or legal assistants of the Firm would be <br /> utilized as appropriate to provide the City with effective and cost <br /> efficient representation. The two other Firm lawyers' that I <br /> believe would be involved directly with the representation at this <br /> time are my partners Mr. Bob Wilson and Mr. Andy Barrett. Their <br /> background and qualifications are generally described in the <br /> proposal I submitted separately to City Attorney Mark Taylor. (By <br /> reference, I am incorporating the matters and representations of <br /> that proposal into this engagement letter for all purposes.) <br />
