She stated the Muscular Dystrophy Association serves twelve <br />counties, including Hays County. She also stated they provide services to <br />over 650 families in the area, which is impossible to do without the ~Fill <br />the Boot" program of the firemen. <br /> <br />Mayor Habingreither introduced the Staff Report. 1) Mr. O'Leary introduced <br />Carol Barrett the new Director of Planning Department. 2) Mr. O'Leary <br />stated on Saturday, June 7, 2003 the City held a Household Hazardous Waste <br />drop-off. He stated there were over 300 containers dropped off. 3) Mr. <br />O'Leary stated the Southwest Annexation/Disannexation Workshops begin on <br />Monday, June 15, 2003 at 6:00 p.m. 4) Mr. O'Leary stated the storm last <br />week did considerable damage and the City will be holding a debris <br />curbside pickup starting Friday, June 13, 2003. <br /> <br />Mayor Habingreither introduced for consideration one appointment to the <br />Main Street Advisory Board. Mr. Mihalkanin moved to appoint Susie Stewart <br />as the San Marcos Greater Chamber of Commerce representative, which passed <br />unanimously. <br /> <br />Mayor Habingreither introduced for consideration seven appointments to the <br />Sunset Advisory Commission. The Council postponed these appointments <br />until the next Regular Meeting on June 23, 2003. <br /> <br />Mayor Habingreither introduced for consideration one appointment to the <br />Human Services Advisory Board. Mr. Montoya moved to appoint Tom Rowe. <br />Council agreed by consensus to postponed until the next Regular Meeting on <br />June 23, 2003, so Mr. Montoya withdrew his motion. <br /> <br />Mayor Habingreither introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTIONS 106.010 AND 106.074 OF THE CITY CODE TO REVISE CITY <br />REGULATIONS FOR NONCONFORMING SIGNS AND OFF-PREMISES SIGNS; INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Habingreither opened the public hearing and asked if anyone wished <br />to speak. 1) Alyne Randolph Foster stated he has attended several <br />Planning and Zoning Commission meetings and he feels the safety factors <br />were not addressed. He stated he would like to see some provisions for <br />the sign structures. He feels the City should give a tax break to <br />citizens who do not have signs in their area. 2) Vince Hazen stated he <br />supports this proposed Ordinance. He suggested amending the Ordinance to <br />allow property owners the right to be transferable to sign companies. 3) <br />Gay Gueringer stated she is an attorney representing Gunnarson Outdoor <br />Sign Company. She stated Gunnarson Outdoor Sign Company supports the <br />Council proposed Ordinance. She feels regulating growth is appropriate <br />and should be expanded to the entire City and ETJ. She also feels the <br />Council should have an incentive to take down signs in the City. 4) Chris <br /> <br /> <br />
