162. <br /> <br />RESOLUTION 2003- 100 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, REQUESTING AN EXTENSION OF TIME FROM THE STATE OF <br />TEXAS OFFICE OF RURAL COMMUNITY AFFAIRS FOR THE CITY'S <br />USE OF STATE REVOLVING LOAN FUNDS FOR ELIGIBLE COMMUNITY <br />DEVELOPMENT BLOCK GRANT ACTIVITIES; REQUESTING AUTHORITY <br />FOR THE CITY'S DESIGN OF AN ASSISTANCE PROGRAM IN <br />COMPLIANCE WITH FEDERAL CDBG REGULATIONS; AUTHORIZING <br />THE CITY MANAGER TO EXECUTE ALL DOCUMENTS ASSOCIATED <br />WITH THIS REQUEST ON BEHALF OF THE CITY; AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />RECITALS: <br /> <br /> 1. On May 30, 2003 the City was informed that it could not move forward with <br />a planned Revolving Loan Fund ("RLF") project due to budgetary constraints. <br /> <br /> 2. On June 2, 2003 the San Marcos Municipal Airport and businesses located <br />at the Airport suffered severe losses due to weather related incidents. <br /> <br /> 3. Businesses damaged at the Airport may be forced to cease operation without <br />additional assistance from the City. <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br /> PART 1. The City requests an extension of time from the State of Texas Office <br />of Rural Community Affairs for the its use of City and State RLF funds for eligible <br />Community Development Block Grant ("CDBG") activities. <br /> <br /> PART 2. The City requests authority from the State of Texas Office of Rura~ <br />Community Affairs for the City's design of an assistance program for storm-related losses <br />at the San marcos Municipal Airport in compliance with federal CDBG regulations. <br /> <br /> PART3. The City Manager, Dan O'Leary, is authorized to execute all <br />documents associated with this request on behalf of the City. <br /> <br /> PART 4. <br />passage. <br /> <br />This resolution shall be in full force and effect from and after its <br /> <br /> <br />
