The City Council adopted an extension policy for water and wastewater mains in <br /> Resolution 1984-40R, covering property subject to subdivision platting requirements, and <br /> property not subject to these requirements. <br /> 2. The portions of this policy involving property subject to platting requirements have <br /> been incorporated into the Subdivision Chapter of the City Code, but the portions that <br /> involve property not subject to platting have not been adopted in ordinance form. <br /> 3. The City Council wishes to adopt by ordinance the portions of the policy adopted in <br /> Resolution 1984-40R that involve property not subject to platting, with revisions regarding <br /> the uses for which the City will bear a portion of the main extension cost, and the <br /> necessary approval for connections outside the City limits. <br /> BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS: <br /> SECTION 1. Article 1, In General, of Chapter 86, Utilities, of the City Code is <br /> amended by adding new Sections 86.003 and 86.004 to read as follows: <br /> Sec. 86.003. Water and wastewater line extensions when no platting is involved. <br /> (a) The city will pay for the first 100 feet of any water or wastewater line extension <br /> to serve a use located within the city limits for which no platting is required, subject to the <br /> following: <br /> (1) The extension must be made to serve at least one building that is existing or <br /> under construction, or for which a building permit will be issued within 90 <br /> days of the completion of the extension. <br /> (2) The extension must be of a size that conforms to the city's construction <br /> design and materials standards and the provisions of the city master plan <br /> adopted in Section 102.026 of this Code that pertain to utility development, <br /> and the design and construction of the extension must meet all state and city <br /> regulations. <br /> (3) For extensions of more than 100 feet, the applicant pays the total cost for the <br /> extension beyond the first 100 feet for a line up to eight inches in diameter. <br /> (4) For lines required by the city to be more than eight inches in diameter, the <br /> city will pay the entire cost of the first 100 feet of the extension, and beyond <br /> the first 100 feet, the city will pay the difference between the actual cost of <br /> the required line and the engineer's approved estimated cost for an eight <br /> inch line. <br /> (5) The extension must begin at the nearest point of the City's existing system <br /> at which adequate capacity is available. <br /> (6) Any valves, fire hydrants or appurtenances needed beyond the first 100 feet <br /> must be paid for by the applicant. <br />
