Chapter 3 Sector Two Tomorrow
SECTOR TWO TOMORROW
Introduction
The first step in the San Marcos Horizons sector planning process is to identify the
characteristics of Sector Two and to understand the existing conditions that have shaped
the area into what it is today. The next step in the sector planning process involves the
actual development of a future land use plan.
The Sector Two future land use plan lays out suggested patterns of land use based on
concerns and desires of the stakeholders, adopted policies of the city's master plan and
sound urban planning principles. The future land use plan designates proposed future
general distribution, location, and extent of the uses of land for housing, business,
industry, agriculture, recreation, open space, education, public buildings, other public
facilities, and other categories of the public and private uses of the land. The land use
patterns in Sector Two have a major influence on transportation, energy consumption,
property values, compatible or conflicting adjacent land uses, and possibilities for future
growth.
The future land use plan serves to guide decisions by the Planning and Zoning
Commission and the City Council over public and private development proposals. The
future land use plan also lays the foundation for zoning and subdivision regulations which
implement the future land use plan. This chapter, "Sector Two Tomorrow" describes the
contents of the future land use plan.
Future Land Use Plan
Sector Two encompasses 815.15 acres, or 1.27 square miles; 7% of the 17.84 square
miles in the City of San Marcos. The Sector Two future land uses by category are:
Land Use Category Acreage Percentage
Low Density Residential 477.11 58%
Streets
Existing 106.48 13%
Proposed 20.86 3%
Public and Institutional 61.7 8%
Mixed Use 54.00 7%
Medium Density Residential 34.30 4%
High Density Residential 32.30 4%
Commercial 19.24 2%
Open Space I Floodway 9.19 1%
Industrial 0.00 0%
-
815.15 100%
3-1
