May 9, 2003 Cheryl Pantermuehl, CPPB Purchasing Manager City of San Marcos 630 East Hopkins San Marcos, Texas 78666 RE: PROPOSAL FOR ALTERNATIVE TO REBIDDING CONTRACT 99-052 "ANALYTICAL SERVICES - MICROBIOLOGY" Dear Ms. Pantermuehl, Please consider this letter a proposal for an alternative agreement between the City of San Marcos (City) and Southwest Texas State University, Edwards Aquifer Research and Data Center (Contractor) for analyses covered by the current Analytical Contract (99-052). The Edwards Aquifer Research and Data Center (EARDC) is part of Southwest Texas State University, a State Agency, and as such we have the ability to enter into cooperative agreements with other governmental agencies, such as the City. We want to propose replacing the current contract, referenced above, with a Cooperative Agreement between EARDC and the City. The agreement would cover the same types of analyses covered in the Contract 99-052, but at an increased cost of 10% across the board on the analytical work provided (Attachment #1). We have also added E. Coli to the tests that we are now doing for the river samples. It would also expand the current agreement to cover all analyses in the categories listed from any City department. In our proposal we would agree to keep these rates in effect for a minimum cfa year or until such time that the two entities agree to changed rates.
