CONSERVATION, OF CHAPTER JO, HATER ~;D SEnE?S AND SEWAGE DISPOSAL, OF THE SAN P~~COS CODE OF ORDINANCES TO INCREASE THE EDH~qDS AQUIFER LEVELS AT WHICH STAGES 1 THROUGH 4 OF THE CIT\{I S HATER CONSERVATION REGULATIONS K~Y BE IHPLE..'1ENTED; PROVIDING FOR SEVERABILITY; REPEALING ALL CONFLICTING ORDINANCES; PROVIDING A PENALTY; PROVIDING FOR PUBLICATION; DECLARING AN L'1ERGENCY fu~D PROVIDING ~~ EFFECTIVE DATE. " BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF SAN P-~..RCOS, TEx.~S : SECTION 1. That section JO-11(a) of the San Karcos Code of Ordinances is amended to read as follo~s: (a) The'~ayor or city ~anager is authorized to i~ple~ent stage 1 (aquifer a~areness) of the San Marcos Water Conservation Plan ~hen the aquifer level as measured in the index ~ell is bet~een 660 feet above :ean sea level and 650 feet above mean sea level. The mayor or city manager is further authorized to terminate stage 1 (aquifer a~areness) based upon an appropriate change in the ~ater level ~f the index ~ell. The order to implement and to terminate stage 1 (aquifer a~areness) shall be made by public a~nouncement and shall be published at least one (1) time in a newspaper of general circulation in the city. SECTION 2. That section JO-12(a) of the San Marcos Code of Ordinances is a~ended to read as follo~s: i (a) The mayor or city nanager is authorize'd to iÌ:1plement ! stage 2 (aquifer ~atch) of the San Harcos Hater Conseryation Plan ~hen the aquifer level as measured in the index ~ell is bet~een 650 feet above :ean,sea level and 6J5 feet above mean sea level. The mayor or city manager is further authorized to terminate s'tage 2 (aquifer ~atch) based upon an appropriate change in the ~ater level of the index ~ell. The order to implement and to terminate stage 2 (aquifer ~atch) shall be made by public announcement and shall be published a minimum of one (1) time in a newspaper of general circulation in the city. SECTION J. That Sectiòn 30-lJ(a) of the San Harcos Code of I Ordinances is amended to read'as follo~s: (a) The mayor or city nanager is authorized to inplement stage J (aquifer alert) of the San Harcos Water Conservation Plan ~hen the aquifer ,level as measured in the index ~ell is bet~een 6J5 feet above mean sea level and 625 feet above mean sea level. The mayor or city manager is further authorized to terminate stage J (aquifer alert) based upon an appropriate change in the ~ater level of the index well. The order to imolement and to terminate stage 3 (aquifer alert) shall be m~de by public announcement and shall be published at least one (1) ,time in a newspaper of general circulation in the city. SECTION 4. That Section 30-14(a) of the San Harcos Code of ordinances is amended to read as follows: (a) The mavor or city m3nager is authorized to i~plement stage 4 (aquifer risk) of the San Marcos Hater Conservation Plan ~hen the aquifer level as measured in the index ~ell is at or belo~ ó25 feet above mean sea level.
