<br /> 7/C- <br /> \VATER CONSERVATION <br /> At'iD <br /> EMERGENCY \VATER DEMAND MANAGEMENT PLAN <br /> FOR <br /> SAN MARCOS, TEXA.S <br /> 1.0 INTRODUCTION <br /> The City of San Marcos, Texas, obtains its water supply from the Edwards Aquifer, and <br /> in recognition of the risk of over-pumping and drought to San Marcos Springs and the San <br /> Marcos River, the San Marcos \vater utility is being expanded to include a supplemental surface <br /> water system. For many years, the City has dedicated considerable effort toward the creation of <br /> an aquifer management plan. In addition, the City has carried out an aggressive local water <br /> conservation effort through public infoffi1ation and education, plumbing retrofit, conservation <br /> rates, and City ordinances \vhich address drought management and landscape watering. ¡ <br /> Pursuant to 31 T AC § 363.55 and Texas Administrative Code Title 30, Chapter 288, the City of <br /> San Marcos has prepared this \Vater Conservation and Emergency Water Demand Management <br /> Plan as a supplement to its application to the Texas Water Development Board for a loan from <br /> the State Revolving Fund for the construction of improvements to its sewage treatment facilities <br /> and its Application to the Texas Natural Resource Conservation Commission (TNRCC) for a <br /> peffi1it to use State Water for municipal purposes. The water conservation plan objective is to <br /> improve the efficiency in the use of water through practices and techniques that will reduce the <br /> consumption of \vater, reduce the loss of water, aod increase the reuse of water so that a water <br /> supply is made available for future uses. The purpose of the Emergency Water Demand <br /> Management Plan is to provide the City with a means to reduce water consumption during times <br /> of drought or during emergencies \V'hen normally available water supplies have been interrupted. <br /> 2.0 SERVICE AREA DESCRIPTION <br /> The service area of the San Marcos Water Utility is the area within the city limits of San <br /> Marcos, \vith the exception of the campus of Southv/est Texas State University, plus the adjacent <br /> area occupied by the Gary Job Corps Center (Figure 1). South\vest Texas State University, <br /> located within San Marcos, has its own water supply system, \vhich has coill1ection to <br /> I Ordinance 1994-46, San Marcos City Council, June I J, 1994, San Marcos, Texas (see Appendix B). <br /> 1 <br />
