When the master plan speaks to specific <br /> needs in the recreation area, athletic facilities appears at the top. We have completed the <br /> construction of a state of the art sports facility ("vith assistance of a grant from Parks and Wildlife <br /> Department) and now we are addressing the needs of racquetball. Our master plan calls for the <br /> courts to be constructed in the year 1995 and we are requesting funds for this in 1996. \Ve feel <br /> that "vith all the improvements to the parks and the sports complex complete, this m:i1kes the need <br /> for racquetball courts the top priority. <br /> - -- <br /> 4. Project Action Plan <br /> The completion date for the entire Activity Center is scheduled for April 1997. We anticipate <br /> that if were are awarded this grant, we will issue a change order immediately and have the courts <br /> completed at the time the facility opens. <br /> . . <br /> 5. Source of Local Match and Relationship between other Federal or State Assistance <br /> Our share of the match "vill be from the general fund. It has already been put in place. <br /> There is no other grants involved in the construction of the Activity Center. All funds spent to <br /> date are from the general obligation bonds sold in 1995. \Ve have had the opportunity to <br /> participate "vith the Parks and Wildlife Department on a m¡.mber of outdoor grants that have <br /> included the acquisition and development of parkland in the past and we are currently working <br /> "vith them on another grant for parkland acquisition and development of the Rio Vista Dam and <br /> adjacent land. To my knowledge "ve have been and continue to be in full compliance with past <br /> grants and we are currently in full compliance and progressing on schedule with the current <br /> grant. <br /> 6. Maintenance and Operation Agreement <br /> The ownership, maintenance and operation of the Activity Center will be under the <br /> responsibilities of the San Marcos Parks and Recreation Department which is a department <br /> , within the City of San Marcos. <br /> Of interest to note, has been the overwhelming support of the San Marcos Consolidated <br /> Independent School District. They have expressed an interest in the fonning of a scho?l swim <br /> team to use the facility, expanding their physical education classes to offer swimming instruction <br /> at the facility and working more closely with the City in joint programs throughout the year. <br /> As always in a facility of this size, operational costs are a major concern. With this in mind, <br /> from the very beginning of the design stage we have used energy efficient design and <br /> construction techniques. We have consulted with our electric utility company, our public vvorks <br /> department, our fire marshall's office and our planning and building inspections department to <br /> use any and all accepted energy efficient equipment and design. <br />
