Hopkins
San Marcos, Texas 78666
Dear Cheryl:
. .
The Romine Group, Inc. (TRG) is pleased to offer the following recommendations for products and
services for the Invitation For Bid Specification Number 96-041 dated May 6, 1996:
1. Claims adjudication of medical and dental benefits for the City's self-funded plan including:
. Stop Loss .
. Utilization Review
. Prescription Drug Program . ... .0- -. -
. PPO Network Access
. -.'
Low Bid: - Texas Municipal League
Responsibility of Bidder: Accepted
- . Bid Specifications Met: Yes
Recommended: Yes
I Comments: TML bid a PPO p~ally-funded benefits package in compliance
¡
with requested specifications for all covered PPO and HMO
"--
employees and their dependents. This arrangement is a departure
from the current combination of a partially self-funded PPO plan
and a fully insured HMO. The maximum liability rate for TML's
15/12 contract using a $40,000 individual stop-loss for all
employees and dependents is substantially less ($396,000) than
the next comparable partially self-funded contract written in
conjunction with the lower bid HMO. TML's stop-loss and
attachment factors are remarkably low in comparison to other
bids which raises concerns about the credibility of those factors at
renewal; however, they are a responsible bidder that met all bid
request specifications.
E It P L ft Y £ E BEIEFITS 1£5151 i "R 1 R & E " E .
