Develop determinations for the level of <br /> Americans with Disabilities Act compatibility with the City staff as well as the need for air <br /> scrubbing facilities for any compressed chlorine or ammonia gas stored on-site. Determine <br /> necessary development reviews, platting, site development plans, and/or zoning modifications <br /> which the City may require. <br /> 1.2.32 Evaluate installing sludge dewatering equipment and a septic tank system initially in lieu <br /> of extending the CITY's wastewater collection system to the plant. <br /> t <br /> 1.2.33 Prepare and submit a Draft Technical Memorandum for CITY and Project Manager <br /> review, and a Final Technical Memorandum describing the results of this evaluation. <br /> Preliminary Plant Operations Plan <br /> 1.2.34 Develop a preliminary operation plan for the water treatment plant with recommended <br /> staffing requirements and opinions of operating budgets. <br /> Plant and System-Wide Instrumentation and Control Strategies <br /> 1.2.35 Develop an overall instrumentation and control strategy for both the treatment plant and <br /> the water distribution system. Determine the level of automation and types of equipment <br /> required. Evaluate moving all of the City's distribution system monitoring and control functions <br /> to the water treatment plant. All of the existing well and pump controls can continue to be utilized <br /> with pump status, flows, pressures and tank levels transmitted to the new treatment plant for <br /> monitoring only using leased telephone lines or radio frequencies. As an alternative, a new <br /> system can be installed to continue to allow automatic control of pumps based on tank levels but <br /> with manual override from the treatment plant. Evaluate coordinating the SCADA system at the <br /> wastewater treatment plant with the water treatment plant system. <br /> 1.2.36 Prepare and submit a Draft Technical Memorandum for CITY and Project Manager <br /> review, and a Final Technical Memorandum describing the results of the evaluation. <br /> Comprehensive Water Distribution System Evaluati<:>n <br /> 1.2.37 Perform a complete comprehensive water distribution system evaluation in conjunction <br /> with evaluating the impact of the new water treatment plant on the water distribution system. <br /> 1.2.38 Obtain existing computer hydraulic model files from the CITY and convert the information <br /> into a INWATER (Intergraph Microstation) based model. ENGINEER will also obtain existing <br /> maps illustrating the pipes, nodes, pumps, and reservoirs included in the existing computer model <br /> from the CITY. ENGINEER will number nodes using the CITY's existing grid system. <br /> 1.2.39 Receive and review and review readily available maps and construction plans illustrating <br /> new facilities constructed and incorporated into the system since the current computer model was <br /> last updated.
