6-&':r
Preliminary Water Treatment Plant Design Report
1.2.46 Prepare a preliminary design report incorporating the water quality analysis,
treatability studies, intake location site, raw water pipeline location, raw water terminal
storage, water treatment plant site evaluation, water treatment plant evaluations, water
treatment plant operations plan, distribution system impacts, and system-wide control
strateg ies.
1.2.47 Develop an overall plant layout including hydraulic profiles, preliminary process and
instrumentation diagrams, a preliminary control strategy to describe the proposed plant
operations and controls, and a preliminary equipment list. Preliminary electrical loads for
the current and future plant expansions will be determined to ensure that sufficient
electrical transmission facilities are extended to the site. Preliminary architectural layouts
and elevations of the new buildings will be made, a preliminary drainage and site grading
plan will be developed, a preliminary opinion of total cost will be developed, and a
preliminary implementation schedule will be developed. Options and alternatives will be
identified to allow staging of the overall Project if required. Preliminary opinions of annual
operating costs will be included.
1.2.48 Prepare a Preliminary Design Report to include the population and water use
projections included in the HDR Surface Water Supply Study and it will be suitable for
submission to the TNRCC for approval. .
1.2.49 Submit fifteen (15) copies of the Draft Preliminary Design Report to the City for
review and comment.
