<br /> (;1", <br /> Collaboration Agreement fCA) <br /> For all collaborative efforts œtv./een law enforcement agencies and community-based <br /> entities, including municipal agencies, applicants must submit a Collaboration <br /> Agreement (unless an applicant is granted a waiver of the partnership requirement <br /> - see p. 18). <br /> A Collaboration Agreement is an agreement betv./een tv./o or more parties whoS€ pur- <br /> pose is to clarify roles and responsibilities. Some collaborations may be more fonnal -- <br /> than others. The level of formality will depend on the nature of the crime problem <br /> selected and other local factors. Collaborations that are more formal may involve <br /> financial subcontracts and the hiring of joint staff, etc. Collaborations that are less <br /> formal may only involve an agreement behveen tv./o or more parties to work togeth- <br /> er to address the chosen problem. <br /> . . <br /> Collaboration Agreements may be submitted in the form of a letter and should <br /> address the following: <br /> 1. The goals and objectives of the partnership. <br /> 2. A clear delineation of the roles and responsibilities of the la\v enforcement <br /> agency and community-based entity. For example, the Collaboration <br /> Agreement might address the receipt and disbursement of funds, the respon- <br /> sibility for filing progress and financial reports, and the supervision of any <br /> joint staff, etc. Or, if it is less formaL it might only indicate that the partner <br /> will serve on a problem task force/problem advisory board; help understand <br /> underlying causes of the problem, help develop/implement responses to the <br /> problem, or help choose measures of success, etc. <br /> 3. Parties should delineate decision-making authority and the means for dispute <br /> resolution. <br /> The CA. must be signed by the chief executi\'es of the law enforcement agency and <br /> community-based entity(ies). <br /> 16 Applic:ation Form: Problem-Solving Partnerships (This page must be returned to the COPS Office.) <br />
