<br />14 <br /> <br /> <br /> <br />ORDINANCE NO. 1-996 -74 <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN <br />MARCOS, TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR THE <br />1996-97 FISCAL YEAR TO PROVIDE A TEMPORARY TRANSFER OF <br />FUNDING FOR THE WASTEWATER TREATMENT PLANT EXPANSION <br />PROJECT AND DECLARING AN EMERGENCY. <br /> <br />i RECITALS: <br />, <br /> <br /> <br />1. In accordance with Section 8.16 of the City Charter of the City of San Marcos, <br />Texas, the City Council declares that a public necessity exists which requires amendment <br />of the City's 1996-97 budget. <br /> <br />BE IT ORpAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />SECTION 1. The City Budget Ordinance for the 1996-97 Fiscal Year is amended <br />as set forth in the attached Exhibit A, in order to provide a temporary transfer of funds for <br />the Wastewater Treatment Plant Expansion Project, to be reimbursed once the City's <br />second wastewater improvements loan from the Texas Water Development Board is <br />closed. . <br /> <br />SECTION 2. These revisions and reappropriations which shall be the amended <br />budget for the City of San Marcos, Texas, for the fiscal year 1996-97, are approved and <br />adopted. <br /> <br />SECTION 3. The importance of this Ordinance creates an emergency and an <br />. imperative public necessity, and the provisions of the Charter requiring that ordinances be <br /> presented at three separate meetings, and that ordinances do not take effect until 1 a days <br />after the date of final passage are suspended, and this Ordinance will take effect upon <br />publication of notice of its adoption in a newspaper of general circulation in the City. <br /> <br />PASSED, APPROVED AND ADOPTED this 14th day of October, 1996. <br /> <br /> <br />D~~.~ <br /> <br />Billy G.
