14 ORDINANCE NO. 1-996 -74 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS AMENDING THE CITY BUDGET ORDINANCE FOR THE 1996-97 FISCAL YEAR TO PROVIDE A TEMPORARY TRANSFER OF FUNDING FOR THE WASTEWATER TREATMENT PLANT EXPANSION PROJECT AND DECLARING AN EMERGENCY. i RECITALS: , 1. In accordance with Section 8.16 of the City Charter of the City of San Marcos, Texas, the City Council declares that a public necessity exists which requires amendment of the City's 1996-97 budget. BE IT ORpAINED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS: SECTION 1. The City Budget Ordinance for the 1996-97 Fiscal Year is amended as set forth in the attached Exhibit A, in order to provide a temporary transfer of funds for the Wastewater Treatment Plant Expansion Project, to be reimbursed once the City's second wastewater improvements loan from the Texas Water Development Board is closed. . SECTION 2. These revisions and reappropriations which shall be the amended budget for the City of San Marcos, Texas, for the fiscal year 1996-97, are approved and adopted. SECTION 3. The importance of this Ordinance creates an emergency and an . imperative public necessity, and the provisions of the Charter requiring that ordinances be presented at three separate meetings, and that ordinances do not take effect until 1 a days after the date of final passage are suspended, and this Ordinance will take effect upon publication of notice of its adoption in a newspaper of general circulation in the City.
