<br /> 83 <br /> RESOLUTION 1996- 195R <br /> <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN <br /> MARCOS, TEXAS, ENDORSING THE CAPITAL AREA PLANNING <br /> COUNCIL 9-1-1 STRATEGIC PLAN; SUPPORTING CONTINUATION <br /> OF THE CAPCO 9-1-1 SERVICE FEE; SUPPORTING EXPANSION <br /> OF THE SCOPE OF STATE EMERGENCY COMMUNICA110NS <br /> GUIDELINES; AND DECLARING AN EFFECTIVE DATE. <br />RECITALS: <br />1. Individual governmental entities in the San Marcos-Hays County area cooperate <br />with the other counties in the ten county Capital Area Planning Council (CAPCO) region <br />for the provision of emergency 9-1-1 and related services. <br />2. The public safety agencies utilizing the emergency 9-1-1 system will benefit from <br />the regional integration of these services in a coordinated manner through CAPCO. <br />3. The City Council believes that the planning and development of a comprehensive <br />regional plan for the provision of emergency 9-1-1 services through CAPCO is necessary <br />for a unified public safety 9-1-1 emergency communications system for the CAPCO region. <br /> . <br />4. Such a unified, public safety 9-1-1 emergency communications system includes 9-1- <br />1 operations, computer aided dispatch, mobile data information systems, public safety <br />radio communications, and the potential integration of these systems into a regional <br />combined communications and intelligent transportation management center. <br />5. A cooperative effort between the area governmental entities and the CAPCO is <br />necessary to facilitate the financing, planning and development of these public safety <br />emergency 9-1-1 initiatives. <br />6. The Capital Area Planning Council, in cooperation with its member governments, <br />has developed a five year Strategic Plan for the provision of emergency 9-1-1 and related <br />services. <br />7. This plan will be acted upon at the November 12th and 13th meetings of the <br />Advisory Commission on State Emergency Communication (ACSEC). <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SAN MARCOS, TEXAS. <br /> PART 1. The City Council is interested in cooperating with other participating <br />governments to plan and develop a comprehensive, unified public safety 9-1-1 emergency <br />communications system for the CAPCO region. <br /> PART 2. The City Council endorses the CAPCO five year 9-1-1 Strategic Plan <br />which supports the San Marcos-Hays County public safety 9-1-1 emergency <br />communications initiatives, and urges its approval as submitted. <br /> PART 3. The City Council supports the continuation of the funding for these <br />important public safety operations through the CAPCO 9-1-1 service fee at no less than I <br />its current approved rate. I <br /> PART 4. The City Council urges the ACSEC to support expansion of the scope of <br />state funding guidelines to permit inclusion of a broader range of technology and services <br />which constitute a unified, public safety 9-1-1 emergency communications system. <br />
