Mr. Cobb stated that <br /> was correct and added there could possibly be additional trips in the future, that this was strictly a <br /> trial basis. ~'1r. Hart stated he felt the money could be more useful in supporting education. !vfr. <br /> Hernandez stated he felt this was a great opportunity for children who do not ordinarily have an <br /> opportunity to attend summer camps. Mayor ~100re asked if the Parks and Recreation <br /> Department would work with Southwest Texas State University to use their volunteers and merge <br /> with their program geared towards Parks and \Vildlife. Mr. Cobb stated that was their future <br /> intentions. lv1r. Guerra asked if the "AT RISK" figures were used ITom San Marcos C.I.S.D. :i\'1r. <br /> Cobb stated that was correct. Mr. Guerra stated he was appalled to see 213 students at Doris <br /> Miller Junior High were considered "AT RISK" and felt the City should take a risk and help these <br /> students. On roll call the folløwing vote was recorded: <br /> AYE: Mihalkanin, Hughson, Moore, Guerra, Cox, Hernandez. <br /> NAY: Hart. <br /> ABSTAIN: None. <br /> Mayor Moore introduced the City Manager's Report. i\1r. Guerra asked if the Council should be <br /> concerned with allowing Elim three extensions on their contract. iliff. Gilley stated this was a <br /> complicated process; however, it was simply a matter of logistics and there was no need for <br /> concern. <br /> :i\Jayor Moore introduced the City Attorney's Report. j\tfr. Taylor had no report at this meeting. <br /> - <br /> ~fayor Moore introduced the City Council's Report. Mayor Moore stated the Transportation <br /> \Vorkshop for the City Council had been set for January 6, 1996 and the Joint Workshop with the <br /> County and School District had been tentatively set for January 30, 1996. Mayor Moore asked <br /> the Council to begin considering dates for the budget ,workshops. Mayor Moore stated the <br /> National League of Cities Conference would begin December 7, 1996 and Mr. j\;fihalkanin would <br /> serve as the Voting Delegate for the City of San Marcos and Mr. Guerra would be the Alternate <br /> Voting Delegate. He stated the Resolution TML would be presenting to NLC would be the <br /> regulation of Certificates of Convenience and Necessity by utilities under the conditions of <br /> deregulation. <br /> Mayor Moore introduced an Executive Session pursuant to Government Code, Section 551.071, <br /> to discuss pending litigation (Kencon vs. City of San Marcos) and Section 551.074, to discuss <br /> evaluation of public employee (City Attorney). Mr. Guerra moved to adjourn into Executive <br /> Session at 8:10 p.m. and Mr. Hernandez seconded the motion, which passed unanimously. <br /> r..-!:r. Guerra moved the Council reconvene at 10:40 p.m. and Mr. Hernandez seconded the motion, <br /> which passed unanimously. <br /> Mayor Moore introduced for consideration approval to set the City Attorney's salary. Ms. <br /> Hughson moved to set the salary of the City Attorney at S62, 100.00 (increase of S2, 100), <br /> effective October 1, 1996, and Mr. Cox seconded the motion, which passed unanimously. <br /> ~..fayor Moore introduced the question and answer session with the press and public. (1) The <br /> Council reviewed an application for Infill Development Incentives by David Esparza for 3.99 <br /> acres in the 600-700 blocks of Sturgeon. Mr. Guerra asked Mr. Gilley to explain the City's return <br /> on this project. J\1r. Gilley stated that based solely on property taxes, the incentive requested <br /> would take 15.4 years for the City to recover the investment through property taxes. He <br /> explained a standard economic development incentive contract has been ITom 2-5 years recovery <br /> time. :lvfr. Gilley stated there has not been any money budgeted for infTastructure. Mr. Hart asked <br /> ifthere was dedicated right-of-way on Sturgeon. Mr. Gilley stated that was correct. ;\fr. Hart <br /> suggested a fee waiver in exchange for opening the right-of-way close to River Road which will <br /> allow traffic flow through the area. The Council concurred. (2) Mr. Guerra asked when the <br /> Recreation Center would be completed. .i\-fr. Gilley stated early April. <br />
