<br /> ~tf[) <br />Section C. 1'ypes of Incentives. <br /> <br />1. It is the intent of the City of San Marcos to offer tax abatement and/ or other <br />economic development incentives on a case by case basis so that the total package of <br />incentives may be designed specifically for each project which is proposed. This approach will <br />allow the City maximum flexibility which is necessary to satisfy the unique needs and conCenlS <br />of each applicant and the needs and concerns of the City and its citizens. <br />2. The criteria outlined in Section B, above, will be used to determine whether or <br />not it is in the best interest of the City of San Marcos to provide any tax abatement and/ or any <br />other economic development incentives to a partlctùar applicant. The extent to which a <br />proposed project furthers the goals and objectives of the Ciib of San Marcos and the projected. <br />impact of the project on the City will be used to detennine e types and value of the incentives <br />provided. Generally, no tax abatement will be provided to any applicant for more than 10 <br />years. <br />3. In addition to tax abatement, the following additional economic development <br />incentives may be requested and provided by the City Council to the applicant, in the Council's <br />sole discretion: <br /> a. Reduction or elimination of capital recovery fees (impact fees), and the <br /> costs of certain other infrastructure improvements; <br /> b. Implementation of special economic development utility rates for water, <br /> wastewater and electricity; <br /> c. Reduction or elimination of building pennit fees, inspèction and <br /> contractor's fees; <br /> d. Reduction or elimination of processing fees for subdivisions, zoning and <br /> land use. <br />Section D. Application Procedures. <br />1. Any person, organization, joint venture, partnership, association, or corporation <br />desiring that the City of San Marcos consider providing tax abatement and/or other economic <br />development incentives to encourage attraction or expansion of business operations within the <br />City limits or the extraterrltorialjurisdiction of San Marcos shall be required to comply with the <br />following application procedures. . <br /> a. Applicant shall file an application on a form provided by the City. <br /> b. Applicant shall provide a plat showing the precise location of the <br /> property, all roadways within 200 feet of the site, and all existing zoning <br /> and land uses on the site. <br /> c. A complete legal description of the property. <br /> d. A brief description and cost of the proposed improvements or expansion, <br /> the type of business operation toroposed, the ntUTIber of jobs created. the <br /> expected source of applicants or such jobs. the estimated annual payroll <br /> of all new jobs, the projected date of beginning construction and <br /> operation, and the type and value of any economic development <br /> incentives which are requested. <br /> e. A time schedule of the planned improvements. <br /> f. A summary description of the new facility or expansion. <br />
