This <br /> Agreement is contingent upon Thrifty Call completing the purchase of the Property by <br /> December 31, 1995. <br /> D. The Property is not part of an improvement project financed by tax increment <br /> ~ <br /> ! bonds. <br /> ! <br /> E. This Agreement is entered into subject to the rights of the holders of <br /> outstanding bonds of the City. <br /> F. The Property is not owned or leased by any member of the San Marcos City <br /> Councilor any member of the City Planning and Zoning Commission. <br /> G. All proposed improvements, described in Section 2 below shall conform to <br /> all applicable City ordinances and regulations, including but not ~mited to the City's <br /> Construction Codes, Master Plan, Subdivision Ordinance and Zoning Ordinance. <br /> 2. <br /> PROPERTY IMPROVEMENTS AND JOB CREATION <br /> A. Thrifty Call agrees to construct improvements (the "Improvements") on the <br /> ¡ <br /> Property, the total estimated cost of which is approximately $2.2 million, to serve as its <br /> headquarters and operations facility. Thrifty Call shall complete the construction of the <br /> Improvements by June 30, 1996. <br /> B. Beginning January 1, 1995, Thrifty Call agrees to create, and to have on the <br /> payroll by December 31, 1995, 58 new full-time job equivalents at the facility described <br /> above. Thrifty Call agrees to maintain at least this number of full-time job equivalents <br /> during calendar years 1996, 1997 and 1998 at the facility described above. In this <br />
