Regular Meeting June 5, 2007 Page 11 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS. <br />AMENDING THE 2006 -2007 CITY BUDGET TO PROVIDE FUNDING FOR STORM RELATED <br />EXPENSES; AND DECLARING AN EMERGENCY. <br />Mr. Guerrero moved for adoption of an Ordinance on emergency and to waive <br />the reading of the Ordinance, and Mr. Bose seconded the motion. Mr. O'Leary <br />stated Sunday night June 3, 2007 the City had a severe storm in which a <br />number of large trees fell. He stated Staff is asking for funds to be put <br />in place a contract with Texas Disposal Services for the curbside branch <br />pick up. He stated these trees will be hauled to city property and then <br />Staff will rent a tub grinder to turn the trees into mulch. He stated these <br />are estimated costs. Mayor Narvaiz stated the funds requested are <br />$35,000.00 from the General Fund Balance and $15,000.00 from Electric Fund <br />Balance. Mr. Jones inquired to whether Staff could rent the equipment and <br />do the work ourselves. Mr. O'Leary stated in order to do the work ourselves <br />Staff would have to shut down our daily operations. Ms. Robertson inquired <br />to whether the City had this charge after the ice storm. Mr. O'Leary stated <br />the City did have a clean up charge after the ice storm. He stated the City <br />contracted with Waste Management for $20,000.00. Mr. Thomaides stated he <br />supports this Ordinance and feels this is a big job, since there is so much <br />debris. Mayor Narvaiz stated contracting with a company means the City can <br />get it taken care of quickly, which will prevent accidents. Mayor Narvaiz <br />requested Staff to make sure the City is getting what we pay for. Mr. <br />O'Leary stated this quote is less than what we paid the last company. The <br />Council then voted unanimously for adoption of the Ordinance on emergency <br />and for the waiving of the reading of the Ordinance in its entirety. <br />Mayor Narvaiz introduced a public hearing and consideration adoption of <br />Resolution, the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS <br />APPROVING THE ISSUANCE OF A LUXURY LIMOUSINE SERVICE CERTIFICATE TO <br />BRAD GILL AND CHRIS ROBLES, D /B /A ROCK STAR LIMO, FOR THE PROVISION OF <br />LUXURY LIMOUSINE SERVICE IN THE CITY; AND DECLARING AN EFFECTIVE DATE. <br />Mayor Narvaiz opened the public hearing and asked if anyone wished to speak. <br />No one did, so Mayor Narvaiz closed the public hearing. Mr. Guerrero moved <br />for adoption of Resolution, and Ms. Robertson seconded the motion. Ms. <br />Robertson inquired whether the applicants have to be a legal entity. Ms. <br />Clark stated the Ordinances dose not require the applicants to be a specific <br />entity. Ms. Robertson inquired to whether the drivers are required to have <br />a Chauffeurs' License. Brad Gill, applicant, stated he has a driver <br />employed with 8 years of experience and he has 2 years. He stated he and <br />his driver have their Chauffeurs' Permit. Mr. Thomaides inquired to the <br />storage of the limousine. Mr. Gill stated the limousine would be stored at <br />Ellison Automotive. The Council then voted unanimously for adoption of the <br />Resolution. <br />
