The annúal total precipitation is 33.7 inches. Rainfall occurs in late <br /> spring and early fall The mean length of the growing season (without freeze) is 254 days. <br /> Municipal Government <br /> The City has a City CouncillManager form of government with an elected council of six members and an elected mayor. The <br /> police department is composed of 61 full-time police officers and 26 reserve police officers. The fire department has 31 full <br /> time firefighting personnel and 10 reserve firefighters. There are 3 fire stations, 3 engine companies, 1 reserve company, and a <br /> swift water rescue t:eam.. <br /> In 1983, the San Marcos City Council adopted the San "Marcos Master Plan. This document represents the goals and objectives <br /> of the citizens of San Marcos. These policies are used to effectively guide and coordinate the development of the San Marcos <br /> community and to guide public officials in the development of annual capital improvement programs. This Master Plan <br /> encourages the public agencies to coordinate their services in an efficient and economic manner and guide private development <br /> to those areas most suitable in order to coordinate both public and private development efforts. The Master Plan is updated <br /> every three years. <br />
