Declaration of policy. <br /> " It is the policy of the city that all city officials and employees <br /> shall conduct themselves both inside and outside the city's sere <br /> vice so as to give no occasion for distrust of their integrity, im- <br /> partiality or devotion to the best interest of the city and the public <br /> trust which it holds. To this end and to expressly assure its ac' <br /> complishment, the city council hereby establishes a code of ethics <br /> for the city to serve as a guide for official coI1duct ~f the' city's <br /> public servat:1ts, and as a basis for discipline for those who violate <br /> its terms.
