The Council reconvened into regular session at approximately 6:03 p.m. Following Executive <br />Session, the Council provided direction to Staff to have a Special Called Meeting on October 30' <br />2012, to consider the Economic Development Incentive previously discussed in closed session. <br />5. Invocation <br />The invocation was led by Karl Brown. <br />6. Pledges of Allegiance - United States and Texas <br />The pledges were led by Juan Torres, a 5th grade student at Hernandez Elementary. <br />7. 30 Minute Citizen Comment Period <br />Dan Gibson, 81.5 Hillyer, representing SM Universalist Church and addressed the Council stating <br />that the abandonment is only for Dale Dr and not Allen or Furmen. He continued by saying this <br />plat was done over 100 yrs ago, and that this section of street was never developed. Therefore <br />they are seeking the abandonment of that section of Dale Drive so that their property may be tied <br />together and contiguous. <br />Rick Perkins, PO Box 29295, addressed the Council as a representative of the Clean Air Force <br />and addressed the Council regarding the Council's investment into this organization and that our <br />region is on the edge of non - attainment. The Clean Air Force has created several programs in <br />regards to helping companies reduce their impact on the ozone. <br />Thom Prentice, 213 Trestle Tree, spoke in regards to item 19 and that he has a concern regarding <br />the 13 acres of park that is supposed to be there. He stated that he has concerns about the 12 foot <br />one way streets. He stated that they are more representative of alleys and not streets. He <br />expressed concern regarding the parking on the street. <br />Consent Agenda <br />8. Consider approval of an amendment made to the September 18, 2012 Regular Meeting <br />Minutes; and approval of the October 1, 2012 Regular Meeting Minutes. <br />9. Consider approval of Ordinance 2012 -46, on the second of two readings, deleting the <br />Police Department assignment pay provisions contained in Chapter 62, Article 2, <br />Division 2 of the San Marcos City Code due to the adoption of a Meet and Confer <br />agreement with the San Marcos Police Officers Association that provides for assignment <br />pay; including procedural provisions; and declaring an effective date. <br />10.Consider approval Resolution 2012 -124R, approving an advance funding agreement <br />between the City and the State of Texas acting through the Texas Department of <br />Transportation for the design and construction of intersection improvements to Loop 82 <br />and to State Highway 80 at each intersection with Interstate Highway 35 at an estimated <br />cost of $6,693,518.00 of which $79,600.00 is the City's responsibility; repealing <br />
