21.Consider approval of Ordinance 2012 -48, on the first of two readings, setting the rate <br />for wholesale water treatment at the City's Surface Water Treatment Plant at $0.4479 <br />per thousand gallons; and including procedural provisions. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Becak, the City Council voted five (5) for, none (0) opposed, and two (2) absent, <br />Council Member Porterfield and Thomason, to approve Ordinance 2012 -48, on the first of two <br />readings, as previously captioned. The motion carried. <br />22.Consider approval of Ordinance 2012 -49, on the first of two readings, amending <br />Chapter 82 of the San Marcos City Code to restrict the parking of vehicles within four <br />feet of residential mailboxes between the hours of 8:00 a.m. and 5:00 p.m. Monday <br />through Saturday, including procedural provisions; and providing an effective date. <br />MOTION: Upon a motion made by Council Member Scott and a second by Council Member <br />Prather, the City Council voted five (5) for, none (0) opposed, and two (2) absent, Council <br />Member Porterfield and Thomason, to approve Ordinance 2012 -49, on the first of two readings, <br />with the addition of a warning statement in Section 82.165 subsection a to state: no citation for <br />violation will be issued unless a warning citation has first been issued. The motion carried. <br />23.Consider approval of Resolution 2012 -91R, awarding an annual contract to Southwest <br />Towing for the provision of Towing Services for the City in the total estimated annual <br />amount of $243,840.00; authorizing the Purchasing Manager to execute the appropriate <br />purchasing documents on behalf of the City; and declaring an effective date. <br />MOTION: Upon a motion made by Council Member Thomaides and a second by Council <br />Member Scott, the City Council voted five (5) for, none (0) opposed, and two (2) absent, Council <br />Member Porterfield and Thomason to postpone Ordinance 2012 -37 to the November 7, 2012 <br />regular meeting. The motion carried. <br />24.Consider approval of a request by San Marcos Unitarian Universalist Fellowship for the <br />abandonment of an undeveloped 300 x 50 ft portion of Dale Drive and Allen Street and <br />Furman Avenue in Zach Williamson's Third Addition. <br />MOTION: Upon a motion made by Council Member Prather and a second by Council Member <br />Thomaides, the City Council voted five (5) for, none (0) opposed, and two (2) absent, Council <br />Member Porterfield and Thomason, to approve the request by San Marcos Unitarian Universalist <br />Fellowship, as previously captioned.
