Regular Meeting August 11, 2003 Page 5 <br /> <br />the status of the Greenhouse Center and the Staff. Mr. O'Leary stated he <br />is going to try and keep the Greenhouse Center function going. He stated <br />he hopes to develop a strong volunteer effort. Mr. Thomaides asked if <br />these cuts and reducing of staff are where they will least affect <br />citizens. He also stated he has a concern with the handling of the <br />hydrilla clogging the river and hurting tourism. He also stated he is <br />concerned with adding a position when the City is cutting services to the <br />citizens. Mr. Mihalkanin stated the Council approved the new position and <br />now~to go back on the decision is not appropriate. He also stated the <br />City Clerk's Office is several offices in one. He stated they maintain <br />the City records, Vital Statistics, City Elections and other City <br />businesses. Ms. Narvaiz stated she agrees with Mr. Thomaides on the City <br />Clerk position. Mr. Sherwood Bishop stated two of the positions, which <br />were cut, are listed in the Habitat Conservation plan as employees. He <br />stated this is a working grant and without these positions, the City does <br />not qualify for the grant. <br /> <br />Mayor Habingreither introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which was read as <br />follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />INCREASING WATER AND WASTEWATER RATES ESTABLISHED UNDER SECTIONS <br />86.231 AND 86.262 OF THE SAN MARCOS CITY CODE; AMENDING SECTION <br />86.133 OF THE CITY CODE TO ADD A SUBSECTION (1) SETTING WASTEWATER <br />SURCHARGE RATES; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES. <br /> <br />Mayor Habingreither opened the public hearing and asked if anyone wished <br />to speak. No one did, so Mayor Habingreither closed the public hearing. <br />Ms. Narvaiz moved for approval of the Ordinance on first reading and Mr. <br />Taylor seconded the motion. Ms. Narvaiz stated she would like to notify <br />the citizens before they receive an increase in water and wastewater <br />rates. Rodney Gonzales, Director of Finance, stated a note regarding the <br />increase in rates can be inserted in the Electric Bills. The Council then <br />voted unanimously for approval of the Ordinance on first reading (Mr. <br />Thomaides and Mr. Montoya were not present to vote on this item). <br /> <br />Mayor Habingreither introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING SECTIONS 14.006, 14.008 AND 86.309 OF THE CITY CODE TO <br />EXEMPT CONSTRUCTION PROJECTS FROM CONSTRUCTION PERMIT FEES AND IMPACT <br />FEES IF THEY ARE FUNDED IN WHOLE WITH COM>gJNTIY DEVELOPMENT BLOCK <br />GRANT FUNDS; AND INCLUDING PROCEDURAL PROVISIONS. <br /> <br />Ms. Narvaiz moved for approval of the Ordinance on first reading and Mr. <br />Diaz seconded the motion.
