<br /> -4- <br /> MEASURE NO. TWO <br /> SHALL SECTION 3.07 (a) OF THE CITY CHARTER BE AMENDED TO <br /> READ AS FOLLOWS: <br /> Sec. 3.07. Powers of the city council. <br /> All powers and authority which are expressly or impliedly <br /> conferred on or possessed by the city shall be vested in <br /> and exercised by the council; provided, however, that the <br /> council shall have no power to, and shall not: <br /> (a) Sell, convey, lease, mortgage or otherwise alienate <br /> any land which is now, or shall hereafter be, dedicated for <br /> park purposes, unless the qualified voters of the city <br /> shall authorize such act by adopting in a general or <br /> special election a proposition submitting the question and <br /> setting forth the terms and conditions under which such <br /> sale, conveyance, lease, mortgage or other alienation <br /> is to be made; provided, that the city council may, after <br /> a public hearing, authorize a lease of park property to <br /> another governmental entity or to a non-profit corporation <br /> or association for a term of up to three (3) years if the <br /> council determines that the lease will further the use of <br /> the property for park purposes. <br /> MEASURE NO. THREE <br /> SHALL SECTION 4.01(c) OF THE CITY CHARTER BE AMENDED TO <br /> READ AS FOLLOWS: <br /> Sec. 4.01. City manager. <br /> (c) Duties of the city manager: <br /> (1) To appoint and remove all employees of the <br /> city, except where such authority is reserved <br /> to the city councilor otherwise prescribed by <br /> this charter or by state law. <br /> (2) To appoint an assistant or assistants with the <br /> approval of the city council, and to <br /> supervlse, direct and control all <br /> administrative units of the city, except those <br /> supervised by other appointees of the council. <br /> ( 3) To prepare and submit the annual budget to <br /> the city council in accordance with the <br /> requirements of this charter and state law. <br /> (4) To keep the city council fully advised of the <br /> financial condition and needs of the city. <br /> (5) To recommend to the city council for action <br /> such administrative measures as the manager <br /> deems necessary or expedient. <br /> (6) To perform other duties as provided by this <br /> charter and as prescribed by the city council. <br /> MEASURE NO FOUR <br /> SHALL SECTION 4.02 OF THE CITY CHARTER BE AMENDED TO READ <br /> AS FOLLOWS: <br /> 4.02. city secretary. <br /> The city council shall appoint a city secretary, who <br /> shall give notice of council meetings, shall keep the <br />
