36. <br />Regular Meeting August 25, 2003 Page 2 <br /> <br />issues. She thanked the Council for trying to keep the Interpretive <br />Greenhouse Center open. She also encouraged the Council to adopt the <br />modular home Ordinance on emergency. She asked the Council to keep <br />knowledgeable people on the Planning and Zoning Commission to encourage <br />growth in the City. She also expressed her support in keeping the City <br />Attorney. 4) Brenda Milender stated she wished to speak regarding the <br />elimination of City positions. She inquired to the process the City used <br />in eliminating the recent positions. She stated she was concern with the <br />City not offering early retirement or a letter of recommendation. 5) Amy <br />Kirwin stated she wished to speak on Item ~6A regarding the appointments <br />of the Planning and Zoning Commission. She stated she is the President of <br />CONA. She encouraged the Council to maintain the balance of the Planning <br />and Zoning Commission. She also encouraged the Council to reappoint <br />Theresa Hobby and Bill DeSoto. 6) Chris North stated she wished to speak <br />on Item ~6A regarding the appointments of the Planning and Zoning <br />Commission. She stated she feels the current Planning and Zoning <br />Commission is more balanced than in the past. She encouraged the Council <br />to reappoint Theresa Hobby and Bill DeSoto. 7) Sherwood Bishop stated he <br />wished to speak on Item 96A regarding the appointments of the Planning and <br />Zoning Commission. He stated the Planning and Zoning Commission works on <br />detailed and complicated issues and needs knowledgeable Commissioners. He <br />stated it takes much time, effort and years of practice to develop <br />expertise. He encouraged the Council to reappoint Theresa Hobby and Bill <br />DeSoto. He also thanked Mark Taylor for his hard work as the City <br />Attorney. 8) David Wendel stated he wished to speak on Item ~29 regarding <br />a discussion of the San Marcos River maintenance. He stated the hydrilla <br />in the San Marcos River is not native. He also stated the hydrilla is cut <br />and dumped into the river which made the river smell and cloudy. He <br />stated dumping cuttings in the river has caused the wild rice to be choked <br />out. <br /> <br />Mayor Habingreither introduced the Staff Report. 1) Mr. O'Leary introduced <br />two French exchange students at Southwest Texas State University. 2) Mr. <br />O'Leary reminded the Council the FY2004 Budget is scheduled for adoption <br />during the next Regular City Council Meeting scheduled for September 8, <br />2003. 3) Mr. O'Leary reminded the Council the first Public Hearing for <br />the Disannexation of Subareas A&F is scheduled for September 2, 2003, at <br />6:00 p.m. <br /> <br />Mayor Habingreither introduced three appointments to the Planning and <br />Zoning Commission. Ms. Narvaiz moved to appoint Lupe Costilla, Mr. <br />Mihalkanin moved to appoint Theresa Hobby, Mr. Montoya moved to appoint <br />Phil Hutchinson and Bill DeSoto, Mr. Taylor moved to appoint George <br />Forrester and Mr. Diaz moved to appoint Dawn Breihan. On roll call the <br />following vote was recorded: <br /> <br />Narvaiz: <br /> <br />Costilla, Forrester and Hutchinson. <br /> <br />Thomaides: DeSoto, Hobby and Breihan. <br /> <br /> <br />
