installed at the expense of the user who is discharging the industrial waste after the plans of the <br />structure have been reviewed by the director. It is also the responsibility of the user to maintain <br />the sampling port, control manhole and/or equalizing tank in a safe and proper operating <br />condition, accessible during regular working hours. <br /> <br />(d) For multiple-use buildings, including shopping centers, medical service buildings, etc., <br />having one water meter or more than one water meter issued to the same person, one permit will <br />be issued to the person in whose name the water bill is issued. The quality and volume of <br />discharge from the building shall be monitored by the city, and this person is responsible for the <br />discharge and will be billed accordingly. If this person chooses some other arrangement, it is <br />subject to approval in writing by the director. <br /> <br />Sec. 86.122. Industrial waste permit. <br /> <br />(a) A significant industrial user shall not discharge industrial waste into the sanitary sewer <br />without obtaining and n~aintaining a valid permit from the control authority and following the <br />requirements (if applicable) of the Federal Categorical Pretreatment Standards (CFR <br />403.8(f)(1)(ii) and 403.6) <br /> <br />(b) Conditions stipulated in the industrial waste permit are based on plans and specifications of <br />preU'eatment facilities, on-site inspections and/or industrial waste questio~maires. <br /> <br />(c) Industrial waste permits shall dictate: <br /> <br />(I) Discharge limits; <br /> <br />(2) Self-monitoring requirements; <br /> <br />(3) Reporting requirements; <br /> <br />(4) Sampling locations; and <br /> <br /> (5) Other conditions deemed appropriate by the control authority to ensure compliance with <br />this division. <br /> <br />(d) The control authority shall be enabled to control through permit, order, or similar means, the <br />contribntion to the POTW by each industrial user to ensure compliance with applicable <br />pretreatment standards and requirements. In the case of industrial users identified as significant <br />under 40 CFR 403.3(t), this control shall be achieved through permits or equivalent individual <br />control mechanisms issued to each user. <br /> <br />(e) It is the responsibility of the industrial user to notify the control authority prior to any <br />substantial change in process, change in character or quantity of wastewater or change in <br />signatory authority. These changes may require issuance of a new permit. <br /> <br />16 <br /> <br /> <br />
