<br /> If J.- <br /> ATTACHMENT A <br /> APPROVED PROJECT DESCRIPTION <br /> SPEED <br /> SELECTIVE TRAFFIC ENFORCEMENT PROGRAM (STEP) <br /> CITY OF SAN MARCOS <br /> SUBGRANTEE <br />I. AUTHORIZATION: <br /> This grant implements Task B, Sub-Task I, of 95-01-01 of the <br />! FY95 Highway Safety Plan. <br />II. PROBLEM STATEMENT: <br /> Speeding continues to be a major contributor to traffic <br /> crashes and resulting injuries and fatalities, not only on <br /> our State's highways, but on all types of roadways within <br /> our ci:t.ies and towns as well. Beginning this fiscal year, <br /> law enforcement entities now have the opportunity to focus <br /> their enforcement efforts on those streets and roadways that <br /> have a high number of speed-related crashes and/or <br /> experience high rates of noncompliance with the posted speed <br /> limits. These new efforts are known as Speed STEPs. <br /> The Subgrantee named herein has identified roadways that <br /> have been found to have substantial degrees òf noncompliance <br /> with posted speed limits within city or town limits. <br /> The 1992 Save City/Save County Ranking for Speeding, which <br /> appears in the annual Highway Safety Plan, ranks Texas <br /> cities and counties with respect to the severity of the <br /> problem. The Subgrantee is on that list with a Weighted <br /> Ranking Number of 3 . <br /> This is the 1st year the Subgrantee has received <br /> federal 402 funds for Speed STEP. <br />III. OBJECTIVES: <br /> A. To reduce the percentage of vehicles exceeding the <br /> speed limit by 10 %. <br /> B. To increase the total number of speed citations by <br /> at least. 10 % when compared to the total speed- <br /> related citations for the same time period during the <br /> previous year. <br /> 'Nothing in this agreement shall be interpreted as a <br /> requirement, formal or informal, that a police officer issue <br /> a specified or predetermined number of citations in <br /> pursuance of the Subgrantee's obligations hereunder. <br />SPEED.8/94 page 1 of 6 <br /> - <br />
