Officers assigned to Speed STEP should be trained in <br /> the use of radar or laser speed measurement devices. <br /> M. Subgrantees with a Traffic Division will utilize <br /> traffic personnel for this grant unless such personnel <br /> are unavailable for assignment. u <br /> - <br /> ~ <br /> N. Prior to conducting a Speed STEP, select sites that <br /> comply with existing state and/or federally mandated <br /> : limit (i.e., 30 mph, 55/65 mph) or are zoned in <br /> , accordance with Vernon's civil Statutes, ,Þ.rticle 6701d, <br />I Section 167 (a)-(d) (i.e., 35 mph, 40 mph, 45 mph, 50 <br />I <br /> mph). <br /> O. Conduct speed zone measurements to determine <br />¡ appropriate STEP sites. Measurements may be conducted <br />I prior to the beginning of the grant and a completed <br />I Operational Plan with supporting documentation would be <br /> submitted with the grant application. Those <br />I <br />I departments choosing to conduct the measurements during <br />I the first month of the grant must submit a completed <br /> Operational' Plan with supporting documentation within <br />I the first thirty (30) days of the grant. In both <br />! instances, no enforcement activity, with the exception <br />! of the measurements, may take place prior to the <br /> Department's (TRF-TS) approval of the Operational .Plan. <br />t P. Within 30 days of grant agreement approval, provide the <br /> Department with a letter signed by the Subgrantee <br /> signatory stating by title who will have signature <br /> authority for applicable grant-related documents <br /> (Requests for Reimbursement, Project Performance <br /> Reports, Cost Assumption Plan, Project Extension <br /> Request, and the Administrative Evaluation Report). <br /> Q. Ensure that'salaries for employees reimbursed under <br /> this grant are either overtime payor additional hires. <br /> In no case will federal funds supplant (i.e., replace <br /> existing state or local expenditures with the use of <br /> federal grant funds) Subgrantee wages. <br /> V. RESPONSIBILITIES OF THE DEPARTMENT: <br /> A. Monitor the Subgrantee's compliance with performance <br /> obligations and fiscal requirements of this grant. <br /> B.
