<br /> J ;L~ J'V\ <br /> -14- <br /> damaged, dilapidated or decayed to such an <br /> extent that the elements and vermin are not <br /> sealed out from the building's occupants or <br /> contents. <br /> (3) The means of egress are manifestly unsafe or <br /> unusable. <br /> ~.- <br /> (4) Any part of the building is so attached that, <br /> from its own weight, or from the effects of <br /> wind, rain or other natural forces, it may <br /> fall and injure occupants of the building, <br /> other persons or other property. <br /> (5) The condition of the electrical, gas, <br /> mechanical or plumbing system serving the <br /> building poses a manifest hazard to the <br /> building's occupants, other persons, or other <br /> property. <br /> (6) The building has been damaged by fire, wind, <br /> water, vandalism, or other causes to such <br /> an extent that it poses a hazard to the <br /> occupants of the building, other persons, or <br /> other property. <br /> (7) The building is vacant, is not served by <br /> water, sewer and electric service, and is not <br /> secured against entry by persons who do not <br /> have a right of possession to the building. <br /> Sec.5-J.0J.. Scope. <br /> This Article shall apply equally to all buildings <br /> regardless of the date of their construction. <br /> Sec. 5-J.02. Purpose. <br /> This Article is remedial in purpose, and shall be <br /> construed to secure the prevention and abatement of hazards <br /> incident to the construction, alteration, repair, removal, <br /> use and maintenance of buildings. <br /> Sec. 5-J.03. Inspection and Initial Notice. <br /> (a) The building official will respond to all complaints <br /> that a building is in violation of this Article by <br /> inspecting the building. <br /> (b) After initially determining that a building is <br /> unsafe, the building official will issue an initial notice <br /> of unsafe building to the owner of the building. <br /> (c) An initial notice of unsafe building will contain <br /> the following information: <br /> (1) The street address of the building; ¡ <br /> (2) A description of the conditions that make the <br /> building an unsafe building; <br /> (3) A request that the building be vacated within <br /> ten days if it is occupied and cannot be <br /> repaired within that time; <br /> (4) A request that the owner obtain a permit <br /> within ten days for the repair or demolition <br /> of the building; and, <br />
