112 MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, MARCH 9, 1981 PRESENT: Mayor Pro-Tem John J. Stokes Council Members Karl W. Brown Robert L. Cavazos Berry R. James Tess Norris Ed Tarbutton City Manager City Secretary City Attorney Director of Finance Director of Community Services Acting Director of Public Works A. C. Gonzalez Sharyl Werner Barbara Edwards Earl Williams Albert Sierra George Boeker Also Present: Brenda Smith, Gordon Thompson, John Hansen, Cooper Slay, Glynda Crater, Jerry Rios, Dinah Elwell, John Bass, Marcos Hernandez, Kenneth Sutton, Kelly Kilber, Randall Morris, Karen Brown, Charles Swart, Ray Harper, Mr. Brittian, Beth Morrisset, Jeff Watkins, Jake Krauskopf, Fraye Stokes, Shirley Wickersham, Joel Barnard, Daniel Brown, David Young, Mr. & Mrs. Pryatel, John Kreczmer, Jane Wilson, Joe Garza and others. The Mayor Pro-Tem called the meeting to order at 7:30 p.m. Mr. Stokes introduced for consideration approval of the minutes of the regular meeting held February 23, 1981. Mrs. Norris moved to approve the minutes. Mr. Brown seconded the motion, which passed unanimously. Mr. Stokes introduced for consideration approval of the minutes of the special meeting held March 2, 1981. Mr. James moved to approve the minutes. Mrs. Norris seconded the motion. On roll call, the following vote was recorded: AYE: Brown, Cavazos, James, Stokes, Norris NAY: None ABSTAIN: Tarbutton Mr. Stokes introduced for consideration action concerning election of the Mayor. The City Secretary reported that she had talked with the Secretary of State's office and that a petition could be made to the governor requesting permission to hold an election prior to August 8th, but that it was unlikely that the request would be granted. Mr. James moved to accept the resignation of the Mayor and to declare a vacancy. Mr. Tarbutton seconded the motion, which passed unanimously. Mr. Stokes directed staff to present an Ordinance at the proper time calling for a special election to be held in August. Mr. Stokes introduced for consideration election of a Mayor Pro-Tem. Mrs. Norris moved to designate Mr. Cavazos as the representative of the Council in Mr. Stokes' absence. Mr. Stokes seconded the motion. On roll call, the following vote was recorded: AYE: Brown, James, Stokes, Norris, Tarbutton NAY: None ABSTAIN: Cavazos Mr. Stokes introduced for consideration a Resolution authorizing payment to Jim Winn Iron Works, the caption of which was read as follows:
