Significant Accounting Policies (continued) <br /> Comparative Data <br /> Comparative total data for the prior year have been presented in the accompanying <br /> general purpose financial statements in order to provide an understanding of changes in <br /> the City's financial position and operations. However, comparative data (i.e., <br /> presentation of prior-year totals by fund type) have not been presented in each of the <br /> statements since their inclusion would make thè statements unduly complex and difficult <br /> to read. Prior to fiscal 1992, the City had reported its Karnack: Fund as part of the <br /> General Fund. In 1992 the Karnack Fund is reported as a Special Revenue Fund. Prior to <br /> 1992, the City had not included in its financial statements the assets and liabilities of its <br /> Deferred Compensation Plan Agency Fund. The 1992 financial statements include the <br /> Agency Fund. Accordingly, related amounts have been restated for fiscal 1991; however, <br /> this restatement had no material effect on the 1991 financial staterpents. Certain other <br /> amounts for 1991 have been reclassified for comparative purposes in 1992. <br /> 2. Cash, Certificates of Deposit, and Investments <br /> The City's deposits, held at fmancial institutions at year-end, were entirely covered by <br /> I federal depository insurance or were secured by collateral held by the City's agent in the <br /> I City's name. <br /> In addition to the above cash and certificates of deposit, the City also invested in U.S. <br /> Treasury securities and U.S. Agency securities. The City's investments that are <br /> represented by specific identifiable investment securities are classified as to credit risk: by <br /> the three categories described below: <br /> Cate gory 1 Insured, registered, or securities held by the City or its agent in the <br /> City's name. <br /> Category 2 Uninsured and unregistered, with securities held by the counterparty's <br /> trust deparnnent or agent in the City's name. <br /> Category 3 Uninsured and unregistered, with securities held by the counterparty, or <br /> by its trust department or agent, OUt not in the City's name. <br /> -20- <br />
