The annual total precipitation is 35.6 inches. Rainfall occurs in late <br /> spring and early fall. The mean length of the growing season (without freeze) is 254 days. San Marcos receives about 25 % <br /> of the total possible sunshine annually. <br /> Municipal Government , <br /> The City has a City Council/Manager fonn of government with an elected council of six members and an elected mayor. The <br /> police department is composed of 49 city policemen and the fire department has 30 full time firefighting personnel and 20 <br /> volunteer firefighters. There are 3 fire stations, 3 engine companies, 1 reserve company, and a swift water rescue team. <br /> In 1983, the San Marcos City Council adopted the San Marcos Master Plan. This document represents the goals and objectives <br /> of the citizens of San Marcos. These policies are used to effectively guide and coordinate the development of the San Marcos <br /> community and to guide public officials in the development of annual capital improvement programs. This Master Plan <br /> encourages the public agencies to coordinate their services in an efficient and economic manner and guide private development <br /> to those areas most suitable in order to coordinate both public and private development efforts.
