The zone of heavy contamination was, and
I is, limited to less than an acre.
Subsequent to initial site characterization and cleanup activities,
which have been addressed in previous reports, remediaiton has been
I limited to groundwater pumping and pre-treatment prior to discharge
to the sewer system, with free-product recovery when it appears in
wells.
I Site remediation was conducted by Hazcorp EnvirOnmental, under
contract to the City of San Marcos, until April 5, 1992, at which
I time the contract was terminated and staff of tq.e Public' Works
Department assumed operational control of the project on an interim
basis until "State Lead" could be obtained.
. The City of San Marcos, by letter of July 27, 1992, requested that
the Texas Water Commission assume "State Lead" of LPST #92680
Project. By letter of October 22, 1992, from Mr. Michael Bame,
. P.G., Petroleum storage Tank Division, receipt of request for
"state Lead" was acknowledged and the City was instructed to
continue with remediation until notification from the Storage Tank
Contracts Section of their intent to take over site activities is
. received. As of this time, no not~fication has been received.
Free product appearance in wells is at extended intervals and
. generally related to lowered groundwater levels. Some 1700 gallons
of free product was recovered as cleanup began. An additional 490
gallons of fuel was recovered during fall-winter in 1991. During
. October-November, 1992, 24 more gallons of product was recovered.
Due to widely intermittent appearance of free product, and possible
. off-site upgradient contribution of fuel pollution, the years that
will be needed to cleanup site groundwater to THC criteria levels
based solely on pumping and pre-treatment is unknown.
.
. - 1 -
Page 3 of 4 of
.
