J5"4 <br /> 1.1.9 Deliver to the CITY a technical memorandum summarizing the <br /> design criteria evaluation and providing recommendations on ordinance <br /> authority and supporting engineering design criteria required to <br /> achieve the level of service goals through implementation of the master <br /> plan. <br /> 1.2 TASK 2 - FONDING ALTERNATIVES <br /> The ENGINEER shall: <br /> .- Perform evaluation of the funding alternatives available <br /> 1.2.1 an <br /> under Texas statutes to provide stable long term funding for <br /> implementation and maintenance of drainage system improvements. <br /> 1. 2.2 Deliver to the CITY a technical memorandum summarizing the <br /> advantages and/or disadvantages associated with each available option <br /> including implementation requirements, revenue potential and associated <br /> fees/rates for the CITY and public acceptance considerations. <br /> 1.3 TASK 3 - EXISTING INFORMATION AND CRITERIA COMPILATION <br /> The ENGINEER shall: <br /> 1.3.1 Compile all available information in the following areas on the <br /> CITY's drainage system, current stormwater management program and <br /> current and future land use in order to support development' of the <br /> drainage master plan: . <br /> (1) Base maps and topographic and drainage system infrastructure <br /> maps; <br /> (2) Land use maps and data; <br /> (3) Stormwater/drainage studies; <br /> (4) Soil classification studies; <br /> (5) Historical stream flow, water surface elevation and rainfall <br /> data; <br /> (6) FEMA flood insurance rate map studies; <br /> (7) Citizens drainage/flooding complaint records; <br /> (8) Existing field survey data; <br /> (9) Design or as-built plans for drainage structures and <br /> channels; <br /> (10) Drainage design criteria manuals; <br /> (11) Drainage related policies and regulations; <br /> (12) Existing budgets, staffing and equipment; and <br /> (13) Future improvement and program plans. <br /> 1.4 TASK 4 - FIELD RECONNAISSANCE OF DRAINAGEWAYS <br /> The ENGINEER shall: <br /> ; <br /> 1.4.1 Conduct a detailed reconnaissance survey to determine the <br /> _. locations of existing drainage infrastructure. <br /> 1.4.2 Identify, and mark on maps provided by the CITY, the locations <br /> of storm sewers and appurtenances to be field surveyed in Task 5 for <br /> dimensions and invert elevations, as well as locations of field cross <br /> sections of open channels. <br /> 1.4.3 Provide the following secondary drainage system information: <br /> (1) areas subject to ponding or standing water; <br /> -2- <br />
