Section 1: Introduction, Project Location and Description <br />Planned Development Districts (PDD's) provide one of the best structures for producing a <br />unified and physically cohesive development. PDD's are intended to encourage flexible and <br />creative planning, to ensure the compatibility of land uses, to allow for adjustment to the <br />changing demands to meet the current needs of the community and to result in a higher quality <br />development for the community than would result from the use of conventional zoning districts. <br />The Woodlands of San Marcos (the Project) is located on the east side of IH 35, south of River <br />Road, west of Cape Road and north of the San Marcos River. The Project Site contains <br />approximately 45 acres of land, as described in Exhibit "A ", attached hereto and made a part <br />hereof, that have been historically known as Cape's Camp and Thompson's Island and owned <br />by two historical San Marcos families. The primary entrance to this development will be <br />provided through a connection to the IH 35 frontage road with a secondary entrance /exit onto <br />River Road. <br />The Project will consist of multiple- story, multifamily attached residential dwellings and a <br />significant amount of open space areas. Attached residential dwellings are dwellings that <br />contain 2 or more separate and independent dwelling units within a single structure sharing a <br />common wall. The Project shall be restricted to a maximum of 306 units and 1,000 bedrooms. <br />The occupancy of the multifamily units shall be restricted to one person per lease per bedroom. <br />The Concept Plan provided as Exhibit "B ", attached hereto and made a part hereof, illustrates <br />the general location of the uses within the project. Exhibit "C" is an aerial of the Project Site. <br />A Detailed Illustrative Conceptual Plan showing the proposed location and arrangement of uses <br />and overall layout of the Project Site is attached hereto as Exhibit D and made a part hereof for <br />all purposes. Amendments to the Concept Plan (Exhibit B) and the Detailed Illustrative <br />Conceptual Plan (Exhibit D) are subject to the requirements of sections 1.5.3.6 and 4.2.6.5 and <br />all other applicabl provisions of the San Marcos Land Development Code ( "LDC "). <br />This Project includes the proposed dedication of approximately 20 acres of land including <br />approximately 10 acres known as Thompson's Island, all of the area contained within the <br />floodplain as well as the land contained within the Water Quality Zone in accordance with <br />Watershed Protection Plan. The dedication of this land will provide for direct connectivity <br />between the existing Stokes Park City Park on Cape Road and existing City owned parkland on <br />the west side of IH -35. <br />The Project proposes to incorporate various innovative urban oriented and environmentally <br />conscious features including Low Impact Development (LID) practices for water quality, site and <br />building layouts that preserve existing tree canopy, especially specimen trees, and enhanced <br />streetscape with street trees and a shared path to allow for pedestrian connectivity from existing <br />and future City parkland on both sides of IH 35. <br />Section 2: Existing Property Conditions <br />The Project is being developed between IH 35 and Cape Road and between River Road and <br />the San Marcos River on predominantly agricultural land.
