Description of ServicEs to be Performed by Proposed Subcontractor Instructions: Provide a brief but precise dEscription of the services or activities to be performed by the proposec subcontractor. Specific purpose of the subcontract: Use the expertise of a management consultant to establish a goal- based performance management system which can be integrated with the budgetary process as well as the City master plan and achieve an optimum level of productivity for the City. 2.
