<br />66 <br /> <br /> <br /> <br /> <br /> <br />RESOLUTION 1993- 154 R <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SAN MARCOS, TEXAS, DESIGNATING THE FORMER <br />COCA-COLA BOTTLING PLANT LOCATED IN THE 200 <br />BLOCK OF WEST SAN ANTONIO STREET AS SLUM OR <br />BLIGHTED ON A SPOT BASIS TO FACILITATE AN ' <br />APPLICATION BY THE GREATER SAN MARCOS ECONOMIC <br />DEVELOPMENT COUNCIL UNDER THE TEXAS CAPITAL <br />FUND SMALL BUSINESS INCUBATOR PROGRAM AND <br />UNDER THE CITY'S REVOLVING LOAN FUND PROGRAM; <br />AND DECLARING AN EFFECTIVE DATE. <br /> <br />WHEREAS, the city Council wishes to provide for a stable tax <br />base and prevent the decline of property values within the city; <br />and, <br /> <br />WHEREAS, the former Coca-Cola bottling plant (the "plant") <br />located in the 200 block of West San Antonio street has been vacant <br />since 1986; and, <br /> <br />WHEREAS, the plant has numerous building and fire code <br />violations which pose serious health and safety hazards; and, <br />. <br />WHEREAS, persons seeking temporary shelter in buildings wi thin <br />the plant are endangering themselves; and, <br /> <br />WHEREAS, the failure to address these health and safety <br />hazards will lead to further deterioration of the plant and the <br />surrounding neighborhood; and, <br /> <br />WHEREAS, the Greater San Marcos Economic Development Council <br />has requested the City to designate the plant as slum or blighted <br />on a spot basis to facilitate applications under the Texas Capital <br />Fund Small Business Incubator Prpgram and under the City's <br />Revolving Loan Fund Program; now, therefore, <br /> <br />BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS: <br /> <br />PART 1. That the former Coca-Cola Bottling Plant located in <br />the 200 block of West San Antonio Street is designated as slum or <br />blighted on a spot basis due to its failure to meet numerous City <br />building, electrical, plumbing and fire code requirements. <br /> <br />PART 2. The plant is declared to be unsafe due to specific <br />conditions which include an inadequate and outdated electrical <br />system, the lack of basic sanitation facilities and numerous <br />openings in the structure which leave the building unprotected from <br />the elements. <br /> <br />PART 3. The renovation of the plant for use in a small <br />business incubator program will address basic health and safety <br />concerns and result in the elimination of slum and blight in the <br />community. <br /> <br />PART 4.
